There is precedent. Go and read the guiding principles the EFL put to their disciplinary panels for breaches that impact sporting integrity. The punishment has to satisfy all four, a fine and docked points are insufficient. Intent is only an aggravating factor here. #spygate

🔺 The “spy” had professional surveillance equipment, complete with a microphone to record voices and technology to livestream the footage back to someone watching remotely.
