I think H1B debate is moot. Most companies these days can hire talent anywhere in the world - there is hardly a need for them to be physically in the US. Microsoft / Google / Apple all have campuses around the world where foreign talent can be based. @elonmusk ‘s SpaceX has unique challenge because of Clearances… but most other companies can build workforce anywhere in the world now.
