When Congress says DoT can’t regulate, that’s it. The repeal was not a rule change, it was a statutory change.

@Zaggs @DFlinn19 @MeKathleen @grantstern Nope. FAST required a benefit-cost analysis of the regulations *and* forbid DoT from re-introducing the regulation if it failed. The 2017 Trump admin analysis ignored most benefits, and gamed it to fail.

The executive branch couldn't have re-introduced regulation.

@teevrat LBNL's public Tracking the Sun dataset has Zip-level for each of 2M installations. Zip+4 when possible, which would get you close to tract granularity, but probably not near 100% Zip+4 coverage.

So if he were to somehow make it to 5 years, and then waited till he was 62, *then* he'd get ~8.5% of $174k, or around $14k per year.
