@kumpera If a PR is difficult to discussion over text, have an in person discussion but then also document that outcome in the PR

@kumpera Reviews dont have to be only PR. For non-trivial changes a discussion typically happens before coding, use a PR template to include a brief on that discussion which is extremely helpful for looking back on code changes.
