I do think there is an opportunity for a coastal Kenyan county to create a human capital hub. But it's happening in Kilifi (at small scale) more bc of cultural scene. Mombasa the city is unpleasant w/rentseeking gov't so the white-collar beach crowd goes to Kilifi
