I meant dual as in the swapping nodes/edges ~ I actually use a voronoi/delauney in my example because they are easy to generate and I realised they happen to be angular duals! (i.e. the corresponding corners of a delauney triangle and voronoi tile always sum to 180)

@MattDzugan @KangarooPhysics I don't have a proof of this; but as far as I can tell you can always decompose a hinged tessellation in two. But you can't always find an angular dual for a an arbitrary tessellation.
