Trust in leadership, representation of social groups, astute selection of candidates, effective campaigning, ideological clarity and, above all, organisational cohesion are required to achieve electoral ends. Mere planks of welfare schemes and social justice do not seem to work!
In a country like India with gullible & largely oblivious masses to technical incongruity between a majority-rule electoral system & true democracy, ensuring social justice at grassroot level is a far-fetched idea. Thus caste census is not, necessarily, a road to social justice.
