In Kenya’s VAT system, “exempt” ≠ zero-rated.

- **Zero-rated** (Nyoro’s likely intent): Fuel sold at 0% VAT, but businesses reclaim input VAT on costs (imports, transport, etc.). This keeps the base price lower.

- **Exempt**: No VAT charged on fuel sales, **but** no input VAT recovery. Unrecoverable VAT on the supply chain gets baked into the base price → pump price often rises.

Kuria is highlighting this trap. Currently petroleum is at 8% VAT. Full exemption without credits can make it costlier than a proper zero-rate.
