How does SARU help Namibia or Zim?

@Sardieq_WP NZL is an island, same as the other PI nations. They get blamed for poaching yet cant control people immigrating there. 2011 & 2015 they had less 'foreign' players than most teams.
NZRU should help the other PI teams though (they do i guess).
