The PPPs Tribunal has responded on the COFEK Dangote Lamu refinery petition (PPPPC/E002/2026, Consumers Federation of Kenya vs Ministry of Energy, National Land Commission & 3 others).
✅Hon. Stephen Odhiambo Anditi, Chairperson of the Public Private Partnership Petition Committee, issued directions:
✅COFEK serves the Petition and all pleadings on the respondents
✅Mention set for Wednesday 7 October, 9:00am, virtually 
✅All parties named in the Petition must attend for directions
✅Mention notice and directions to be served too
✅Affidavit of service to be filed
♦️ Why this is key: a refinery that will sit on public land, draw on public institutions and shape the price Kenyans pay for fuel cannot be a closed-door deal. Questions on ownership, land, terms and disclosure belong in the open.
♦️ Questioning an investment is not opposing it. Serious investors welcome scrutiny. Only deals that fear daylight resist it.
♦️ The respondents now have to show up and answer. They must share the agreements. Kenyans are watching.
