Major decline in output, tiny dip in gas consumption here. Zero decline in output, significant drop in gas demand there.

@WielandVolker Let me stress that we only look at one policy reform: the extension of a fiscal rule to small municipalities. We cannot say whether overall fiscal policy implied a differential costs for HHs at different points of the income distribution in that period.
