I was actually discussing this with a Chinese friend recently. The wider Chinese experience makes the relationship between democracy and development much more complicated than we sometimes assume.

Consider four predominantly ethnic Chinese societies: Singapore, Taiwan, Hong Kong and mainland China. Singapore developed under its own highly technocratic, dominant-party model with Westminster institutions and strong Confucian influences. Taiwan became a liberal democracy. Hong Kong became extraordinarily prosperous under yet another political arrangement. Mainland China achieved one of history’s most dramatic economic transformations under a one-party state.

That doesn’t mean democracy is unimportant. Political freedom, accountability and individual rights have value in themselves. But it does suggest that development cannot simply be reduced to democracy versus authoritarianism.

Perhaps the more useful question for Ethiopia, and Africa generally, is: what makes a state capable of delivering development? Competent institutions, state capacity, long-term planning, education, infrastructure, productivity and the ability to actually execute may tell us far more than the label we attach to the political system.

From 14 August 2026, Kenya’s Communications Authority wants cyber cafés to identify their customers, link them to the specific computer they use, record when they log in and out, and retain those records for at least THREE YEARS.

This is not a small administrative rule. It raises a serious constitutional question: when did accessing the internet become an activity for which every innocent Kenyan must leave an identity trail for the State?

Article 31 of the Constitution guarantees the right to privacy, including the right not to have private information “unnecessarily required or revealed” and the right not to have the privacy of our communications infringed.

Then there is Article 24. Government cannot simply limit a constitutional right because it has identified a legitimate problem such as cybercrime. A limitation must be grounded in law, reasonable, proportionate and justifiable — and the State must consider whether there are less restrictive means of achieving the same objective.

That is the real question here.

Why must millions of perfectly innocent Kenyans surrender their names and ID numbers simply because they walked into a cyber café?

Why must their identity be linked to a particular computer and a particular time?

Why should that information sit in thousands of small private businesses for THREE YEARS, creating another enormous pool of personal data vulnerable to theft, abuse, profiling or unauthorised access?

Kenya's Data Protection Act also requires data minimisation: collect only what is necessary for a legitimate purpose. Section 39 further says personal information should only be retained for as long as reasonably necessary, subject to the statutory exceptions.

Fight cybercrime. Investigate fraudsters. Get court orders. Preserve evidence. Trace suspects.

But do not turn every citizen into a potential suspect and every cyber café into a miniature surveillance registry.

The Constitution was deliberately written to restrain the State precisely when the State says: “Trust us, this is for your security.”

Security matters.

But so does liberty.

And under Articles 24 and 31 of the Constitution and the Data Protection Act, 2019, the Government still has to prove that this blanket collection and three-year retention of innocent citizens’ identity data is necessary, proportionate and the least restrictive way of fighting cybercrime.

Until that threshold is demonstrated, these licence conditions deserve an urgent constitutional challenge.

Today I joined young Kenyans at Nyang'ori Mission Station to mark International Youth Day.

My message to them was simple: pursue your education and skills with discipline and commitment, for your future depends on it.

But discipline alone is not enough when opportunity is scarce. Too many of our youth are willing and able to work, yet locked out by a lack of jobs and economic opportunity.

This must change.

Through the #UkomboziPetition, @UGMParty proposes a KSh 300 billion supplementary budget to create opportunities for 3 million unemployed youth, through work, enterprise, vocational training and upskilling.

We must connect our young people's education and skills to real economic opportunity and decent livelihoods.

Youth employment is not an afterthought. It is central to the Ukombozi agenda, and it demands deliberate government investment and action.
