DBM CHIEF PLEDGES SWIFT FUNDING FOR EDUCATION
Department of Budget and Management Secretary Amenah Pangandaman on Monday reiterated the Marcos administration's commitment to strengthen funding for the education sector, emphasizing close coordination with Congress to ensure the swift approval of increased allocations, particularly for State Universities and Colleges (SUCs).
"Education has always been our number one priority under the NEP," Pangandaman said, highlighting President Ferdinand Marcos Jr.'s directive to reallocate part of the ₱255.5 billion in the DPWH's flood control budget to priority programs, including the Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority.
The DBM chief stressed the importance of timely legislative support, warning that without it, SUCs could struggle to accommodate a projected enrollment increase from 1.97 million students this year to 2.27 million in 2026. Sen. Bam Aquino had previously warned that if allocations do not match these projections, SUCs could face a funding gap of ₱3.29 billion. Pangandaman responded that the DBM is prepared to work with Congress to adjust allocations to ensure no institution is left underfunded.
Pangandaman also addressed concerns over cuts in the DPWH flood control budget, noting that removing ₱255 billion in locally funded projects would not significantly affect overall infrastructure spending. She said the department will continue to honor existing contracts and support key projects such as school buildings, hospitals, and agricultural infrastructure.
The proposed 2026 education budget totals ₱1.224 trillion, or 4.0 percent of GDP—the first time the country meets UNESCO's recommended threshold—with ₱134.99 billion earmarked for SUCs. Pangandaman highlighted the use of the Program Convergence Budgeting approach to reduce overlapping programs and maximize resources across agencies.
"Investing in education is an investment in the nation's future. Providing sufficient resources for SUCs will not only address immediate enrollment pressures but will also strengthen the country's long-term human capital development," she said, calling on Congress to act with urgency and ensure that reallocated funds reach their intended beneficiaries.
