यदि एक सुसंगठित एवं कड़ाई से नियंत्रित आकर्षक कार्य-वीजा (Working Visa) प्रणाली लागू की जाए—

- जिसमें पूर्ण बायोमेट्रिक पंजीकरण हो,
- कार्य-क्षेत्र सीमित हो,
- समयबद्ध वैधता हो,
- और सख्त निगरानी व्यवस्था हो,

तो अवैध प्रवास पर अंकुश लगाते हुए श्रम आवश्यकता भी पूरी की जा सकती है। इससे अवैधता कम होगी, कानून व्यवस्था सुदृढ़ होगी और जनसांख्यिकीय संतुलन के प्रति आशंकाएँ भी कम होंगी।

Rajdhani Exp that too between Dibrugarh to Guwahati only, on daily basis, more than 100 plus passengers travels daily without ticket and w/o tkt. rates are 3AC 700/-, 2AC 1000, 1AC 1500 per passenger. An average of Rs. 800/- x 100/- = 80,000 daily x 365 = 2.92 crores p.a. from 3.65 lacs passengers annualy, which are not being caught.
