Professor Bina Agarwal the former Director of the Institute of Economic Growth has published this article in @IndianExpress.
She argues that employment alone does not necessarily lead to asset ownership, especially for women. On that point, she has substantial evidence behind her.
My take nevertheless:
Professor Agarwal makes an important case for recognising gender inequality in wealth. My only reservation is one of policy priority. Measuring wealth inequality is useful, but increasing women's labour force participation is the more urgent task. Governments can act directly on employment; over time, sustained employment and enterprise also help women build assets. We need both, but the sequencing matters.
The absence of an indicator should not delay action on the more immediate challenge- of getting many more women into productive employment.
In my view Bangladesh, Srilanka and Indonesia were far ahead of India in improving WLFP ( Women's Labor Force Participation,) because their population Policies gave women easy access to injectables and implants as contraceptives which gave freedom from unwanted pregnancies and tools to decide whether to and when to have the next child. Because of this, women could join and stay rooted to employment and began earning assured wages.
India has until 2005 depended heavily on female sterilization after 2 kids by which time the woman had no option but to continue to stay at home because of child care responsibilities.
Now that the basket of contraceptives has been widened (2016) and more reliable and safer options for reproductive health care are available, it is possible that WLFP might yet improve. That must precede measuring wealth although the latter is needed in due course- not to start with.
