It was a moment of hope and fulfillment as we commissioned several major healthcare projects and launched strategic initiatives aimed at strengthening healthcare delivery across Katsina State.

We commissioned the newly upgraded General Hospital Charanchi, launched the Katsina State Emergency Medical Services and Ambulance System (SEMSAS), deployed 15 of the 30 procured Advanced Life Support Ambulances alongside 238 rural tricycle ambulances, and commissioned the revitalised Koda Primary Healthcare Centre alongside other 267 PHCs across the state.

Innovation Tech Hub in Katsina

Yesterday, we formally received the Adolescent and Young People Innovation Tech Hub in Katsina following its handover by the Institute of Human Virology Nigeria (IHVN).

This is more than the handover of a facility. It is an investment in the dreams, talents and future of our young people.

The 12-room state-of-the-art hub provides opportunities in ICT, web design, content creation, beauty technology, entrepreneurship, mentorship and vocational skills, while also supporting the health and psychosocial wellbeing of adolescents and young people.

This aligns directly with our Building Your Future Agenda, particularly our commitment to human capital development, youth empowerment and economic opportunity. Already, more than 1,200 young people have benefited from apprenticeship and skills development programmes at the Katsina Youth Craft Village.

I am particularly pleased to accept these assets on behalf of the Government and people of Katsina State, and I assure our development partners and, most importantly, our young people, that we will take ownership, sustain and expand the impact of this initiative.

I sincerely appreciate the United States CDC and IHVN for their financial, technical and institutional support in making this project possible. Our partnership does not end with this handover; rather, it opens a new chapter of shared responsibility and sustainable impact.

2027 Proposed Budget

With an overall budget performance of about 82% in 2025 and encouraging progress in the implementation of the 2026 Budget, the ₦828.64 billion 2027 Budget Proposal we presented before the Katsina State House of Assembly yesterday represents another bold statement of our administration’s commitment to fiscal discipline, responsible resource management, and the judicious utilisation of public funds.

Our focus is to ensure that every naira entrusted to government is deployed efficiently to deliver meaningful development, strengthen our economy, and improve the lives of the people of Katsina State.

2027 BUDGET: Building a Future That Works for Every Citizen

Today, I presented the ₦828.64 billion 2027 Appropriation Bill, tagged “Building Your Future IV,” to the Katsina State House of Assembly.

This is a budget designed around one clear objective: to improve the lives of our people and ensure that the dividends of good governance reach every community across Katsina State.

We are proposing ₦637.91 billion, representing 76.98% of the total budget, for capital expenditure, with major investments in education, infrastructure, agriculture, healthcare and rural development.

What makes this budget particularly significant is that it is shaped by the voices and priorities of our people.

Through the Citizens’ Budget Exercise conducted simultaneously across all 361 wards, our citizens identified, assessed and ranked their most pressing needs. The first-priority project selected in each ward will form part of our grassroots development framework for 2027.

In other words, this is a budget informed by the people, not assumptions made from afar.

We are investing in:

1. Education — ₦83.82bn
2. Works and Housing — ₦71.60bn
3. Agriculture and Livestock — ₦65.88bn
4. Health — ₦53.64bn
5. Rural Development — ₦50.51bn

These five priority sectors account for more than half of our proposed capital budget.

While presenting the 2027 proposal, I also reviewed our 2026 budget implementation and highlighted the progress we have made in education, healthcare, agriculture, infrastructure, water, rural development and security.

We recognise that significant challenges remain. Insecurity in some frontline communities, gaps in education and healthcare, water and sanitation needs, and infrastructure deficits require sustained attention.

We are therefore not taking our progress for granted. We will continue to listen, evaluate our interventions and direct resources to where they are most needed.

I remain deeply grateful to the people of Katsina State for their trust and partnership.

I also appreciate the Speaker, Rt. Hon. Nasir Yahaya Daura, and the entire Katsina State House of Assembly for their continued cooperation and constructive partnership with the Executive. Strong collaboration between the two arms of government is essential to delivering responsible and effective governance.

Official Flag-Off of the PBAT Door-to-Door Movement 2027

Today, I had the honour of joining political leaders, stakeholders and members of the PBAT Door-to-Door Movement for the official flag-off and inauguration of the Katsina State structure of the movement at the People’s Square, Katsina.

I sincerely appreciate the Founder and Convener of the PBAT Door-to-Door Movement, High Chief Government Oweizide Ekpemupolo, popularly known as Tompolo, for choosing Katsina as the first state for the nationwide launch of this important initiative.

The choice of Katsina is significant not only because of our strong political history, but also because of the cordial and enduring relationship between Katsina State and the Niger Delta Region.

That relationship was strengthened remarkably during the administration of our illustrious son, the late President Umaru Musa Yar’Adua, whose courageous intervention in the Niger Delta through the Presidential Amnesty Programme laid the foundation for one of the most significant and sustainable periods of peace and development in the region.

President Yar’Adua demonstrated that genuine leadership, dialogue, inclusion and commitment to development can transform conflict into peace and create opportunities for progress. His legacy continues to serve as an important bridge between the people of Katsina and the Niger Delta.

It is therefore fitting that Katsina was selected to host the northern flag-off of the PBAT Door-to-Door Movement, an initiative founded by a prominent son of the Niger Delta, High Chief Government Ekpemupolo, popularly known as Tompolo. This occasion represents not only political engagement but also the enduring bonds of national unity, mutual respect and shared aspirations between the North and the Niger Delta.

Katsina remains a stronghold of the All Progressives Congress, with a united party structure across our 34 Local Government Areas and 361 wards. I therefore assured Mr. President, His Excellency Bola Ahmed Tinubu (@officialABAT), of the continued support and commitment of the people of Katsina State to his leadership and the Renewed Hope Agenda.

President Tinubu’s reforms have strengthened the financial capacity of states and created greater opportunities for Local Governments to deliver development at the grassroots. These reforms are creating the space for governments to invest more in roads, education, healthcare, water supply, sanitation, markets and other critical infrastructure that directly impact the lives of our people.

As we approach 2027, our responsibility is to communicate the achievements and vision of the Renewed Hope Agenda to our people through constructive engagement, community outreach and direct interaction with citizens.

I encourage the leadership and members of the PBAT Door-to-Door Movement in Katsina to work closely with our established APC structures and take the message of Renewed Hope to every ward, community, market and household across the state.

President Bola Ahmed Tinubu, you can be assured that Katsina State will continue to stand with you. We will support you, and our people will support you, Insha Allah, as we work together for the good of Katsina State and Nigeria.

Building a Greener and More Resilient Katsina

Today, I inaugurated the four-tier implementation committees for the Katsina One-Person-One-Tree (KT1T) Initiative, ahead of its statewide launch on September 10, 2026.

KT1T is anchored on a simple but powerful principle: “One Person, One Tree, One Responsibility.”

Our target is ambitious, to plant two million trees by 2026 and 11 million by 2030. This is more than a tree-planting campaign; it is a deliberate response to desertification, climate change and environmental degradation, while protecting our agriculture, livelihoods, public health and the wellbeing of our communities.

The four-tier structure, comprising the Central Steering Committee, three Zonal Monitoring Committees, 34 Local Government Supervisory Committees and 361 Ward Implementation Committees, is designed to ensure that responsibility reaches every corner of Katsina State.

I have charged the committees to ensure that every seedling is properly allocated, planted, protected, nurtured and monitored. The true measure of our success will not be the number of trees planted during ceremonies, but the number that survive and grow into healthy trees for future generations.

I therefore call on our traditional and religious leaders, community leaders, women, youths, local government authorities, ward councillors and every citizen to take ownership of this initiative.

This is our collective responsibility.
