This was in reply to Veer Savarkar's invitation to Dr Ambedkar for the patit paavan Mandir. He wasn't able to attend the function, which he mentions, however he stresses on the need for emancipation of the Dalit community. Also he is clearly praising Veer Savarkar's work .
