The reference is to Artemisia, a female warship captain who fought for Xerxes. The answer to the question is that both the Athenians AND Xerxes were WRONG. In order to save herself and her ship from being rammed by the Greeks, Artemisia rammed a ship in her own (Persian) fleet...
