The summary of the referenced issue is quite out of date, but the gist of it is: CPS without some 'advanced' features, like archiving and such.

@gaborhojtsy @Dries The scenario that I have in mind is for a (major/critical) bug with steps to reproduce as a short numbered list. If someone finds some spare time to write a fix and tests for it, now they also need to write some kind of prose as well. It might be hard for non-English speakers.
