Obviously I don’t know every corner of the organization but you need to give some specifics. Otherwise your comment looks an awful lot like the typical bluff and bluster.

A few years ago Craig McLean said “NOAA is a $12b agency trapped in a $5.5b budget”. Private industry don’t want to do most of NOAA’s job.
