Probably because they don’t consider “illegals” some sort of class of subhumans who are “poisoning the blood of our country” and that crimes committed by them are no more frequent nor more tragic than those committed by native-born citizens.

Do you think people don't joke around on government emails? As an employee of the federal government with a .gov email, I assure you, they do. And if you think joking around in government emails is dumb, wouldn't admitting to running an actual shadow government in a government email by orders of magnitude worse?
