1) In social media interactions and previous NPKL review meetings, BDA acknowledged the need for footpath formation across 30 ft to 100 ft roads. Commissioner @Captain_Mani72 sir had directed the Engineering Team to prepare the necessary plans and cost estimates and place the proposal before the BDA Board.

A recent BDA Board meeting has been held. Could @BDAOfficialGok clarify the decision taken regarding footpath development in #NadaprabhuKempegowdaLayout ?

Has the Board approved the proposal? Have the design, estimates, implementation plan, and funding mechanism been finalized?

Site owners would appreciate a clear update, as safe and accessible footpaths are an essential component of a well-planned layout.

2) In addition, covering open culverts and providing safe pedestrian crossings is equally important for resident safety and walkability across the layout.

Compound walls were constructed based on 9 years earlier BDA marking stones and subsequent site verification carried out before construction. However, recent yellow demarcation markings now appear to indicate a different boundary alignment???

If the latest markings are correct, why do they differ from the earlier demarcation on which site owners seen from 9 years, relied for compound wall and construction? Rework utility connections?

Such inconsistencies in site demarcation create confusion, require rework of household connections, and potentially lead to future disputes for allottees.

Who exactly is carrying out these yellow-paint site demarcation and numbering activities on ground?

As per your clarification, official survey, marking, and numbering are planned only post-monsoon. Then how are similar demarcation markings and numbering patterns already visible across multiple areas of the layout?

When site owners are observing mismatches and inconsistencies on ground, naturally questions arise whether there is a communication gap between on-ground staff, contractors, and higher engineering teams.

Thank you for the detailed clarification from BDA Helpline.

It is encouraging to see acknowledgement of legacy issues in NPKL and the continued commitment towards completing pending infrastructure and rectification works. However, site owners now look forward to seeing these issues resolved meaningfully on ground.

At the same time, the concerns being raised by site owners are based on actual ground observations over the last 9 years, repeated review meetings, official statements, and implementation changes noticed by residents themselves.

1) If the current activities are not officially termed as “survey,” then clarity may kindly be provided on what exactly the ongoing demarcation, numbering corrections, GPS-tagging references, cleaning, and yellow marking activities across the layout are. Even engineers on ground are acknowledging marking discrepancies in certain areas. When visible numbering/marking activities are happening across the layout and discrepancies are observed, later stating “no survey activity” doesn't make any sense.

2) Regarding footpaths, site owners welcome that the matter is under consideration. However, this concern was officially raised years ago and repeatedly discussed in review meetings where it was acknowledged that footpaths were not planned in any roads. Hence, residents will naturally continue to follow up until a concrete Board decision and implementation roadmap emerge.

3) On deadlines, site owners understand external constraints like bitumen shortage. However, concerns arise because earlier status presentations and public communications often projected works as completed or on track, while later in very recent review meetings reflected different ground realities.

4) Public participation should not be viewed negatively. Many active NPKL site owners have invested life savings, waited nearly a decade, and closely tracked the project throughout. Their feedback comes from lived experience and continuous observation on ground, not from assumptions.

5) Transparency, open inspections, comparative scheme-plan discussions, and timely clarification of implementation issues will only strengthen public confidence further.

Ultimately, site owners want the outcome — a genuinely well-planned, safe, transparent, and fully developed NPKL for future residents.

True collaboration requires the BDA to fix internal execution and planning loopholes, rather than treating genuine citizen feedback as an adversarial voice.

It is incredibly frustrating to watch a public development authority try to shift the blame onto citizens for "not raising issues earlier" when the core failure lies in basic engineering, town planning, and project management.

When higher-ups try to pivot the blame to what site owners were doing in 2016 :

The Bangalore Development Authority (BDA) Act, 1976, legally mandates the authority to provide planned, secure, and fully developed infrastructure. A citizen cannot be blamed for a professional town planner's lack of oversight implementation.

The "2016" Fallacy: Citizens cannot highlight "deviations" or "poor implementation" in 2016 when the actual physical infrastructure on the ground (like road leveling, asphalting, and culverts) wasn't even executed. One can only highlight flaws once execution begins isn't it?

Expecting working-class citizens to repeatedly take leaves to point out basic engineering flaws (like no footpath design ) is a systemic failure.

There wasn't iota of clue what's coming up and what's not. Plans(/design drawings) were not shared and they were continuously undergoing changes, we were told.

Public is demanding "rightful compensation* for upfront payments collected while failing to deliver basic infrastructure, even after 9 years of allotment and livable sites where homes can actually be constructed."

RERA, ordered penalties for not providing basic amenities and for missing multiple deadlines.

BDA has already been under scrutiny by the Supreme Court (including the Chandrashekar Committee), and the High Court has directed that Dr. Shivarama Karanth Layout must be fully developed with all basic amenities before site allotment—this sets a clear benchmark for all BDA layouts.

Despite collecting full amounts upfront—
~₹12L (20×30), ~₹23L (30×40), ~₹52L (40×60), (50×80)—
basic infrastructure remains incomplete.

Even after 9 years, site owners across ~2800 acres are yet to receive complete amenities, with several works still pending:

• Electricity & streetlight activation incomplete
• Water supply status unclear
• UGD not usable at the start of construction
• Site cleaning, boundary demarcation, numbering, culvert cleaning, signage, and RMP road formation pending

BDA must *prioritize and complete all pending basic amenities on the ground instead oral claims*, enabling site owners to begin construction and utilize their sites. This will also support revenue generation for both BDA and the Government of Karnataka.

Under the Karnataka Town and Country Planning Act, 1961 (Sec. 17) and applicable BDA/Planning Regulations:

* Layout approvals mandate reservation of land for parks, playgrounds, and open spaces (generally ~10% of total area)

* Such land must be usable, accessible, and meant for public recreation

* Areas reserved for infrastructure constraints cannot be counted as recreational parks

BDA including non-usable areas such as:

* Storm Water Drain (SWD) buffers
* High Tension (HT) line corridors

…within “park” calculations to meet mandated ratios.

This is a clear deviation from planning intent, as:

* SWD buffers are regulated no-build / safety zones, not recreational spaces

* HT line buffers are hazard-prone and unsuitable for children or public use

* Counting such areas as parks defeats the purpose of livable urban design

1. What is the actual percentage of parks and playgrounds excluding SWD buffers, HT line corridors, and other restricted zones?

2. In review meetings, it is stated that "each block has large parks”. Kindly publish: Park-wise area (big to small)
* Survey numbers / sector details
* Classification (park vs. playground vs. open space)
* Clearly excluding SWD / HT buffer areas

* Parks must be functional recreational spaces, not residual or constrained land

* Misclassification may violate:
* Karnataka Town and Country Planning Act, 1961 (Sec. 17 – layout approval conditions)
* Approved Comprehensive Development Plan (CDP) / Master Plan norms
* Public amenities must align with principles of planned development and natural justice

Ground reality :-
* public are forced to travel long distances to access even buffer zones as parks

* Children are left with unsafe alternatives under HT lines / near drains

* This contradicts the very purpose of a planned layout

Sharing proof again on the rotary planned for Blocks 5 & 6—included in DPR, approved MAR plan & tender, but missed in execution. BDA later acknowledged the gap.

👉 Earlier WhatsApp discussions with engineers confirmed: few workarounds implemented, few to be completed before MAR completion.

Pending agreed works:

1) Ramp to Block 6 from SWD bridge

2) Widening Block 5 (I Sector) road from 40 ft to 60 ft along SWD buffer

3) U-turn provisions on RUB up/down ramps

Site allocated, but no access roads and no basic amenities — this leaves site owners in an extremely difficult position.

Despite paying full site value years ago, basic infrastructure like roads, electricity, is still not in place, making even planning for construction impossible.

We would like to clarify:-

We respectfully disagree BDA allegations.

As site owners to start construction, live peacefully What we deserve, what BDA was supposed to deliver is what we are highlighting.

We acknowledge that many basic infrastructure works have been executed over the past 9 years. However, several critical works are still pending to construct and live peacefully — this is the ground reality.

Site owners are raising concerns based on actual on-ground status. The intention is not to demotivate, but to ensure completion of all bda committed works so that site owners can start construction and live peacefully.

Financial Commitment by Site Owners :-

Each allottee has paid hard-earned money upfront:

₹12 lakhs (20×30)
₹23 lakhs (30×40)
₹54 lakhs (40×60)
₹92 lakhs (50×80)

All payments were made during 2016–2018 allotments and for auctions sites through competitive bidding.

Even after 9 years, the 2600-acre developed portion (without acquisition issues) is still not fully complete as per BDA standards. Meanwhile, site owners are facing multiple-fold increases in construction costs compared to 2016–2018 and have lost valuable 9 years of our time.

Acknowledgement:-
We appreciate that, as per the November 2025 notification and review meetings, we urge bda to capture 2600 acres all roads, sectors, bblocks asphalted work and street-light activation day-night drone view right now since claim was "as per add works almost completed or will be completed by 31st march 2026" in earlier review meetings.

Site owners pointing on pending works, bda orally claiming work completed why not drone view released to if everything completed as per 31st March deadline???

👉 Asphalting has been completed to a large extent by March 31, 2026
👉 However, electrification & street-light works are still in progress

Ground Reality vs Commitment (2600 acres) :-

As rightly highlighted by commissioner, BDA’s heavy dependence on the PMC is becoming a concern. Due to lack of proper guidance, factual reporting, and accurate ground updates from PMC, BDA is facing criticism.

When site owners highlight *actual ground reality*, it is often perceived as if issues are being raised unnecessarily. Genuine concerns are being termed as *allegations* or dissatisfaction, which is not the case.

👉 Request PMC to provide *transparent, fact-based ground reports* to BDA, so that the gap between claims and reality is addressed effectively.

1) Asphalting

- Major roads (30/40/50 ft) completed across large portions

- Few roads in each block still pending

2) Electrification & Street-light Activation

- Not completed within the deadline, Yet to progress in full scale across layout

3) Water Supply

- Originally under BDA scope but commissioner now asked legal clarification, creating uncertainty

4) UGD (Underground Drainage)

- 31k fees to be paid which is newly introfuced in the name of toad cutting charges. Network laid, but usability linked to construction.

- Overflow issues reported in occupied areas due to lack of continuity

5) Finishing & Basic Works :- limited to few pockets in Block 7D, yet to start in all blocks.

- Culvert cleaning
- Site marking & numbering
- Signboard installation

Works Yet to Start / Limited Progress:-

1) Water & UGD Network flow testing

- End-to-end functionality yet to be ensured

2) Smart Infrastructure

- Sensor-based street-light & water systems (SCADA) not implemented

3) Land Acquisition

~1000 acres still pending, affecting continuity & connectivity

4) RMP Roads

- Yet to be taken up across layout

5) Parks & Playgrounds

- Formation yet to start.

6) Avenue Plantation

- yet to start.

Overall, after the new administration @mlanaharis @Captain_Mani72 took charge, *progress has improved*. However, a few critical works still remain pending in 2600 acres.

As per BDA’s Nov 2025 notification, *asphalting, electrification & street-light activation* across ~2600 acres were to be completed by *March 31, 2026*.

We had requested and commissioner sir instructed *day drone views (all roads, sectors, 9 blocks)* and *night views after full lighting — hoping these will be uploaded soon, since work completion achieved is what BDA claim and few site owners highlighting pending works.

• Asphalting in some sector few roads still incomplete
• Feeder pillars & street-light activation pending across layout
