▪️Same day, we sent a polite but firm email to Smt Molly Sengupta, Jt CGDA (Pension Cell) (CC: FADS & CGDA) pointing out the glaring error.

▪️CGDA responded promptly and forwarded the correct Speaking Order signed by Sh Kanwaldeep Singh #PCDA dated 26 May 26. Yet it again relies only on DARPG guidelines & closes the appeal without forwarding the original PMOPG + https://t.co/VxPtMATkaR petition (5,152 signatures incl. former #COAS & several Lt Gens) to the Hon’ble Prime Minister.

▪️First Appeal CGDFA/A/E/26/00340 successfully filed on 02 Jun 26 against incomplete disposal of RTI CGDFA/R/T/26/00344 (transferred from MODEF/R/E/26/07865).
CPIO provided only partial Action History — Page 4 of 5 (Serial Nos. 5 to 10) deliberately missing.

🔥 Sir, Congratulations to all the distinguished veterans who received the Veterans Achievers Awards from the Hon’ble COAS.

However, for lakhs of super-senior Ex-Servicemen (70–95+ years), martyr widows and family pensioners, the real achievement would be if Service HQs and Hon’ble #COAS take active interest in resolving the ongoing #SPARSHCrisis.

Hon’ble CAG has already ordered suo moto Efficiency-cum-Performance Audit of SPARSH, attached.

Hon’ble NHRC has registered Case No. 369/90/0/2026 and directed the Defence Secretary to take appropriate action within 8 weeks, attached.

THE SPARSH CRISIS IN BRIEF
SPARSH has caused severe hardship to lakhs of SUPER-SENIOR Ex-Servicemen (70–95+ years), VEER NARIS (martyr windows) and rural/non-tech-savvy pensioners due to 50%+ flawed data migration (blank/wrong entries), erroneous pensions and dignity violations. Instead of CGDA/PCDA(P) correcting the data themselves using existing 2017 ePPOs and old records, the entire burden was shifted onto aged veterans living in remote areas.

COMPLETE STORY – NHRC TAKES COGNIZANCE

On 08 Dec 25, We filed a detailed petition on behalf of the affected Ex-Servicemen before the Hon'ble Chairperson National Human Rights Commission.

NHRC VERBATIM DISPOSED WITH DIRECTIONS (Letter dated 08 Apr 26 – Case No. 369/90/0/2026)

“The complaint/intimation dated 08 Dec 25, received from LT COL R K BHARDWAJ (RETD) in respect of EX-SERVICEMEN PENSIONERS…
This complaint be transmitted to the concerned authority for such action as deemed appropriate. The authority concerned is directed to take appropriate action within 8 weeks associating the complainant/victim and to inform him/her of the action taken in the matter.”

MoD FORWARDED NHRC LETTER (DWD-369/90/0/2026-reg)

The Ministry of Defence forwarded the NHRC directions and a scanned copy of our original petition to D(PG)/DESW vide their letter MoD I.D. No. 21(30)/2025-d(JCM)/RC dated 22 Apr 26 for necessary action.
5 WEEKS HAVE ALREADY PASSED
No intimation of any action taken has been received by the complainant till date.

We have filed RTI DEXSW/R/E/26/00635 with Department of Ex-Servicemen Welfare seeking:
1. Present status of action taken by DESW on NHRC Case No. 369/90/0/2026 pursuant to NHRC directions dated 08 Apr 26 and MoD forwarding letter.
2. Copies of all notes, minutes, decisions, file notings, communications and orders issued so far.
3. Expected timeline for completion of action and intimation to the NHRC and undersigned.

Dear Col Mukul,

Thank you for sharing Lt Gen Prakash Katoch Sir’s detailed and insightful article.

The article brings out several long-pending concerns — the continued denial of #NFU despite it being granted to all other Central Civil Services and CAPFs, Taxation On #DisabilityPensions, inadequacies of the #SPARSH system and the broader perception of systemic neglect in addressing legitimate welfare issues.

We most respectfully acknowledge the complexities involved. However, it is also a matter of deep introspection that our senior leadership has not been able to demonstrate the same moral courage that Late Field Marshal Sam Manekshaw showed in 1971, when he was ready to tender his resignation rather than compromise the honour and welfare of the troops under his command.

This spirit of sacrifice for the welfare of those we command must trickle down visibly from the highest levels to Col/Commanding Officer rank. Only then will our attitude be seen clearly by the bureaucracy and political leadership.

In a force as large as ours, we need more officers like Col Mukul Warrior who are willing to fight for justice, and more leaders like Late Fd Marshal SHFJ Manekshaw who place the welfare of those they command above personal career considerations.

The spirit of selflessness and camaraderie that has always defined the Indian Armed Forces must also reflect in protecting the dignity, parity, and legitimate rights of those who continue to bear unlimited liability for the safety and integrity of the Nation.

We continue to repose full faith in the wisdom and justice of the Hon’ble Supreme Court for an early and fair resolution.

When the then Prime Minister Late Mrs Indira Gandhi wanted immediate military action during the Bangladesh Liberation War, Manekshaw firmly replied:

He then had the moral courage to say:

“Prime Minister, before you speak, do you wish me to send in my resignation on grounds of health, mental or physical?”

He stood his ground for the honour and welfare of the troops under his command — and history records a decisive victory.

Today, we humbly appeal to our present leadership to show the same spirit for the welfare of the men and women they command. The denial of NFU — while every other Central Civil Service enjoys it — is causing deep anguish and eroding morale.

Central Information Commission has disposed of our First Appeal CICOM/A/E/26/00083 (filed against disposal of RTI CICOM/R/E/26/00306) vide order dated 27/04/26.

VERBATIM FROM FAA CIC ORDER:
“After perusal of the Appeal, RTI application and reply of the CPIO, it is observed that the information given by the CPIO is as per provisions of the RTI Act, 2005. Therefore, no intervention is required on behalf of the FAA in this matter.
The appeal is being disposed of accordingly.
If the appellant is not satisfied with his order/decision, a second appeal under Section 19(3) of the Act may lie within 90 days...”

were not resolved for 13+ months.

Above referred Compliments were filed in CIC because CPIO PCDA(P) & FAA PCDA(P) gave evasive replies on the SPARSH crisis affecting 3.2 million ESM pensioners.

This is the ground reality for every common citizen, especially aged Ex-Servicemen:
- CPIO gives incomplete/evasive reply
- 1st Appellate Authority upholds it without directing any information
- 2nd Appeal/Complaint in CIC takes 12-18 months (or more)

Public Authorities of all Ministries & Departments are openly taking advantage of this delay and disposing RTIs/CPGRAMs evasively, knowing no one will wait 18-24 months & the matter will be forgotten.

In our SPARSH case:
Even after CAG Suo Moto Audit order and NHRC directions to Defence Secretary (now forwarded to DESW), the same evasion continues at every level.

📌 HUMANITARIAN COST
Lakhs of super-senior ESM (70–95+ years), martyr widows and rural/non-tech-savvy pensioners continue to suffer 50%+ flawed data migration, erroneous pensions & dignity violations (Articles 14 & 21). Relief delayed for 24+ months.

Thank you for your powerful and principled voice on NFU.

🎖️ We most respectfully submit to our respected #CDS #COAS #CNS & #CAS:

You have all risen from the rank of Lieutenant and equivalent. The Indian Armed Forces have never failed the Nation — whether in war, counter-insurgency, natural calamities, or aid to civil authority.

Yet, on the issue of NFU, we feel a deep sense of disappointment that the moral duty to protect the welfare, dignity and legitimate rights of the men and women under your command appears to have been overshadowed.

The spirit of the Chetwode Credo — “The honour, welfare and comfort of the men you command come next…” — seems to have been diluted at the highest levels.

We humbly appeal to you to demonstrate the same moral courage that Field Marshal Sam Manekshaw embodied throughout his illustrious service.

The nation and its soldiers look up to you. Please do not allow the Armed Forces to be treated with step-motherly discrimination while every other service enjoys NFU.

Either ensure parity and justice for your own brethren, or at least raise your voice unequivocally so that history does not record that the senior leadership remained silent when their own troops were denied their rightful due.

Recently the Appointment Committee of the Cabinet has approved the appointment of an All India service officer of IAS cadre of 2010 batch to a post of Joint Secretary which is in Pay level 14 ie starting basic pay of 144200/-
Now in Apr 2028 all officers of 2010 batch of other AIS and all GP A Services and CAPF will move to the pay level 14.

Whereas in the Forces , 2010 batch only those selected as Colonel and getting promoted to the rank will be now moving into pay scale of 13 ie starting 125700/- and in 2028 with 18 years of service their basic will remain 133400/-
Rest of the batch as Lt Col will remain in 2028 at Pay level 12 A at basic of 131300/-
This is the great disparity in BASIC PAY . So Defence officers first get blasted by a BurzKhalifa promotion avenue and then fried by this NO NFU .

Historically Basic Pay at commissoning of a 2/ Lt has been more than that of a probationer joining the Civil services including IAS cadre .
So there has to be NFU parity between Armed Forces and IAS ....this game tamasha to deby the NFU boils down to this parity and nithing else .

Coming to the affidavit filed by Bureaucrats on behalf of Govt of India which is the CABINET , saying that NFU is not being granted because of lack of funds is simply great . Next they will say NO PAY , NO RATIONS and finally no WEAPONS too citing same lack of funds .
How can Honourable Supreme Court even hear such trash arguments .

Chankya had rightly said that a KING and the country is in real trouble if the Soldiers hav to beg or even ask for their rightful wages .

Democracy rests on four pillars of Legislature,Executive , Judiciary and Media but they should NEVER FORGET that all four stand on the strong shouldiers of the nations SOLDIERS .

so this kind of nonesense affidavit on NFU must stop before it gets STOPPED and then it may be too late .

Update – Case not heard today (23 Apr 26). Likely next Wednesday.

Dear Col Mukul,

We continue to wait with hope and patience.

While this time is available, we most respectfully request all stakeholders to flood X with dignified appeals to the Hon’ble Supreme Court on the following points:
▪️The High Level Committee (of which a senior DMA representative was a Member) has recommended against granting NFU to Armed Forces personnel, citing financial implications and complexities.
▪️However, the CDS had given a positive recommendation in favour of NFU.
▪️It appears that the higher echelon of the Armed Forces is either not fully aligned or is being used as a spokesperson for the Government’s stand.

We most earnestly pray to the Hon’ble Supreme Court to:
▪️Give sympathetic and humanitarian consideration to the unparalleled selfless service, sacrifices, and unlimited liability of the Indian Armed Forces.
▪️Examine the matter on principles of equity and parity — since NFU has already been granted to all other Central Civil Services and CAPFs.
▪️Not give overriding weightage to the High Level Committee recommendations once the matter is before the apex court.

Call to Action
We appeal to:
▪️All Super Senior Veterans (Lt Gen and above) — who regularly appear on national TV debating Ukraine, US-Israel-Iran, etc. — to kindly devote time and energy to flood X in support of NFU for their own brethren.
▪️Media and Citizens of this great Nation — who have seen us sacrifice our lives in hot wars and stand by you during every natural calamity and failure of civil machinery — to raise your voice for justice.

Either grant NFU to the Armed Forces or withdraw it from all other services.

No step-motherly treatment please.

We continue to repose full faith in the wisdom and justice of the Hon’ble Supreme Court.
