◾Proactively bulk-update SPARSH data using authentic records held in your offices/Record Offices – this will relieve pensioners from the burden of updating/correcting their own data online.
◾Give priority attention to veterans who have NEVER logged into SPARSH even once – especially those in remote/border areas, elderly JCOs/OR & non-tech savvy family pensioners.
◾Implement a “SIR-SPARSHA” door-to-door verification like ECI voter rolls.
◾Extensive Outreach for Elderly & Non-Tech Savvy Pensioners - Conduct dedicated SPARSH awareness-cum-assistance camps in remote areas, small towns and villages – where 70-75% of JCOs, ORs and widows reside – utilising existing PAN-India Network.
Practical steps:
1️⃣ Utilise existing PAN-India Network:
▪️Defence Accounts Department offices - PCDAs, CDAs, PAOs & AAOs.
▪️Service HQs, Units & Formation HQs (present even in remotest areas) – if they extend Aid to Civil Authorities, they can surely extend Aid to Ex-Servicemen.
▪️Record Offices & Regimental Centres - who maintain personal connect with veterans.
▪️Kendriya, Rajya & Zila Sainik Boards - majority of the Ex-Servicemen are registered in the Zila Sainik Boards.
2️⃣ Mail to Ex-Servicemen Pensioners - printed SPARSH pension data statements with simple correction form & pre-paid return envelope to PCDA(P) Prayagraj
3️⃣ Expedite pending grievances - on SPARSH/PG Portal.
4️⃣ Share regular progress updates on the portal – visible steps will greatly boost morale.
CAG has confirmed the Performance Audit of SPARSH in the 2026-27 Audit cycle -

NHRC has suo moto diarised human rights concerns & initiated proceedings.

As part of #NavyDay2025, #INSKattabomman hosted a Special Veterans Outreach Programme. Over 50 Veterans, including 13 War Veterans & 4 Veer Naris, attended with families. A #SPARSH counter by #CGDA resolved pension issues on the spot.
The Commanding Officer #INSKattabomman felicitated the War Veterans & Veer Naris as memories of the #1971War and #OperationTrident were relived with pride.

Day 70 #SPARSHFailsVeterans: campaign launched w.e.f. 24 Feb 25 [https://t.co/5DCWc0Q2av], (with 18,741 views), we emailed Shri Giridhar Aramane, the then Defence Secretary with Copy to #CDS #COAS #CNS #CAS and #CGDA on 22 Apr 24, highlighting SPARSH’s catastrophic failure. Flawed initiation by TCS and DAD, lacking supervision and testing, used legacy PPOs instead of 2017 ePPOs, causing blank/wrong data for 30 lakh+ pensioners. Burdened aged, non-tech-savvy ESM and Record Offices, with 50%+ not logging in due Psyco fear, facing 6-12 month delays and profound mental distress in resolution. No reply received in 14 months from any of the addresses.
Notably, Corr PPOs notified by PCDA Pensions, when uploaded with grievances by Pensioners, should not require unwarranted Record Offices verification. This overburdens Record Offices and creates panic among senior/super senior ex-servicemen pensioners.
Key recommendations:
Service HQs: Deploy mobile teams to assist Ex-Servicemen residing in remote areas/villages/small towns/Non-military stations, set up SPARSH desks in military stations, and support pensioners above 80 at home. Reinforce ORO, Record Offices with Staff and Computer systems with more number of login id's.
CGDA: Advise PCDA (Pensions) Prayagraj to update wrong/blank data themselves. Place Jt CGDA at PCDA (P) and additional AO/AAO at Record Offices for guidance/monitoring; ensure grievances remain open with status updates until resolved within least time.
TCS: Update software to handle old vs. future pensioners separately; enable widows to edit family data.
We urge @k_krithivasan Shri K Krithivasan, CEO TCS, to share views/recommendations with MoD to improve SPARSH, emulating TCS’s success with Regional Passport Offices.
