UPI’s New Fee: Who bears the cost, and what does it achieve?
Yatish Arya (@YatishArya21), Assistant Professor of Economics at Ashoka University, examines the implications of the new 0.4% merchant discount rate on specified UPI transactions above ₹2,000. He explores who ultimately bears the cost, how merchants and consumers may respond, and whether the ₹2,000 threshold could influence payment behaviour.
'Consumers will not necessarily bear the whole fee. But their protection cannot be assumed simply because the rule assigns it to merchants,' writes Professor Arya.

Very happy to share my new @Ideas4India article, from my JMP!☺️
I study how Delhi Metro’s expansion reshaped women’s safety: reported harassment fell near new stations as they became active market hubs—more people, lights, and vendors on the street.
Metro stations can reshape nearby public spaces—by ⬆️ footfall, attracting shops/street vendors, improving lighting—raising safety for women. Delhi study shows reported sexual harassment rates ⬇️ by 32% in a police jurisdiction where a new station opens
