माननीय मुख्यमंत्री महोदय से विनम्र अनुरोध है कि पिछले एक दशक से लम्बित झारखंड अभियंत्रण नियुक्ति नियमावली को कार्मिक से सहमति उपरांत कैबिनेट से पारित करने की कृपा करे जिस से पथ निर्माण, भवन निर्माण, ग्रामीण कार्य विभाग में नियमित प्रोन्नति एवं अभियंत्रण विभाग में लंबित सहायक अभियंता के सैकड़ों पदों पर नियुक्ति प्रक्रिया को हरी झंडी मिल पाए।

झारखंड लोक सेवा आयोग के माध्यम से नियुक्त सहायक अभियंताओं का वेतनमान लेवल-9 है, लेकिन संविदा आधारित बहाली से उनकी छवि और सम्मान प्रभावित हो रहा है। ऐसे में, क्या सरकार इस पद का नाम बदलकर "सहायक कार्यपालक अभियंता" करते हुए वेतनमान लेवल-10 करने पर विचार कर रही है? यदि हां, तो कब तक, और यदि नहीं, तो क्यों?

इन्हीं मांगों को लेकर स्वर्णरेखा बहुउद्देश्यीय परियोजना के अभियंताओं का प्रतिनिधि मंडल आज एग्रिको स्थित हमारे आवास पर मिला। हमने उन्हें हरसंभव सहयोग का आश्वासन दिया।

हमें परम सत्य का अंश मात्र भी समझ सिर्फ तभी आएगा जब हमारी इंद्रियों का भोग समाप्त हो जाएगा। इंद्रियों के वशीभूत रहते हुए सत्य की कल्पना निराधार सी हो जाती है।

और जन्म हुआ है तो भोगना तो है ही। भोगना है
कष्ट, आनंद, दुख, दौर्भाग्य, सुख, साधन, प्रेम, राग, क्रोध, क्षोभ, शौर्य, दया, अहम, भ्रम,समृद्धि, ऐश्वर्य, गरीबी, दरिद्रता, सब कुछ भोगना है। इंद्रियों को ये सब भोगना है।

किसी को कम किसी को अधिक। किसी को अपने प्रारब्ध को किसी को अपने वर्तमान को। परंतु भोगना सबको है। सब कुछ जो आप अपने अंतस से निकाल बाह्य जगत को दे रहें हैं। वो सब लौट कर आप में ही समाहित होगा। आप का आज कल से प्रभावित है और कल आज से निर्धारित होगा। जो कल होगा वो कुछ कुछ तय हो चुका है और कुछ कुछ आज तय हो रहा है। जो कल निकल चुका है वो आज वापस आ रहा है और जो आज बन रहा है वो कल फिर वापस आएगा।

मानव जीवन बाह्य दुनिया को अपनी इंद्रियों से ही देखता है और हमारी इंद्रियां ही भोगती हैं। इंद्रियां ही हमें उलझाए रखती हैं। इंद्रियां अहम बोध कराती हैं।

इंद्रियों पर विजय पाना कुछ उग्र सा प्रतीत होता है क्योंकि इंद्रियों से कोई युद्ध नहीं चल रहा है। इंद्रियों को वश में करना या नियंत्रित करना ही उपाय है। इंद्रियां जब तक हैं तब तक भोगेगी और जितना भोगेंगे उतना सत्य से हम दूर जायेंगे।

जो भी सत्य इंद्रियों के दर्शाने से दिखता है वो भ्रम है। परम सत्य इंद्रियों के परे है। इंद्रियों के परे जाने का रास्ता स्व को समाप्त करने से बनता है। सारा युद्ध ही स्वयं से है। जब जब स्व की अनुभूति होगी तब तब अहंकार आएगा। स्व जैसे जैसे समाप्त होगा इंद्रियां शांत होती जायेंगी। शांत इंद्रियों के परे जाने पर ही परम सत्य के समीप जाने का रास्ता दिखेगा।

सत्य एक है, वही परम है और वही सब कुछ है।
असत्य असंख्य हैं , आभासी है और भ्रामक है।
