Even today, E20 is not mandated in the USA. Standard American gas stations predominantly sell E10 fuel, which holds over 95% of the market share. Higher ethanol blends like E15 have only a 1–2% share.
The USA tested E15 and E20 across 86 vehicle models and 6 million miles (96 lakh miles) in 2011, based on which E15 was approved only for new cars that were E15 compliant, while older cars continued to get E10. E20 was not mandated due to engine wear concerns in non-compliant cars, which were in the majority in the USA. And most importantly, unlike India, the USA made their studies public.
So what kind of policymaking is this? If you want to copy, either copy everything: the standards, the test results, the implementation, the way ahead, or don't copy anything at all.

Since March 2025, regular petrol pumps have effectively supplied only E20 petrol.
The Modi Government’s Transport Minister had claimed that ethanol blending would bring diesel costs down to Rs. 50 per litre and provide a petrol alternative at Rs. 55 per litre. No such reduction has materialised. Instead, an independent analysis estimates that between April 2023 and March 2026, consumers collectively spent nearly ₹88,234 crore extra just to offset the reduced mileage of ethanol-blended fuel.
Citizens are effectively now paying more for E20 than they previously paid for regular petrol. The Modi government could have reduced the retail price of E20 to offset this loss in mileage. The NITI Aayog's ethanol roadmap recommended fiscal and tax incentives on E10 and E20 fuels to compensate consumers. Instead, the Modi Government has approved more than ₹4,000 crore in subsidies for ethanol producers, further tilting the benefits of the E20 programme towards industry rather than consumers.
E20 has deprived ordinary middle class Indians of choice, saddled then with an inflated fuel bill, and damaged the vehicle that they saved for years to purchase. The only class to have benefitted from E20 is the ethanol producers.

A 2021 NITI Aayog roadmap on ethanol blending shows that the Society of Indian Automobile Manufacturers (SIAM) had sought continued availability of E10 petrol alongside E20, warning that withdrawing the lower-ethanol fuel could create compatibility, safety, fuel-efficiency and drivability concerns for vehicles already on Indian roads.

7. The US will work toward terminating all types of sanctions against Iran, including UN, IAEA, primary, and secondary sanctions

9. Until a final deal is reached, Iran will maintain the current status quo of its nuclear program, while the US will impose no new sanctions and deploy no additional forces
10. The US Treasury will issue waivers for Iranian crude oil, petroleum products, derivatives, and associated banking, insurance, and transportation services
11. The US will make frozen or restricted Iranian funds and assets fully available for use
12. The US and Iran will establish an executive mechanism to monitor implementation of the MOU and future compliance with the final deal
13. After signing the MOU and implementing key ceasefire, blockade, shipping, oil waiver, and asset-release provisions, the US and Iran will begin final deal negotiations
14. The final deal will be endorsed by a binding UN Security Council resolution

Amazon's India story is ultimately a lesson in what foreign capital can and cannot buy in the country.
India welcomes the money, the technology, and the operational expertise. What it doesn't offer is control. Foreign investment rules block inventory ownership, cap seller concentration, and create a regulatory environment that tightens every few years in ways that consistently benefit local incumbents. Amazon spent over a decade building workarounds, and each rule change made those workarounds more expensive and less effective.
The deeper problem is structural. Reliance can combine physical retail, online delivery, telecom infrastructure, and streaming into a single ecosystem because all those assets sit under one roof with no foreign ownership constraints. Amazon wanted to build something equivalent but couldn't — not without surrendering the control that its entire operating model depends on. When Bezos had the chance to invest in Reliance as a minority partner, he passed. He believed Amazon could still win India on its own terms. It couldn't.
This is the pattern India has refined across sectors: let foreign players develop the market, absorb the losses, and educate consumers — then watch as local conglomerates with government connections and regulatory flexibility consolidate the gains. Amazon is not the first company to learn this, and it won't be the last.
