In Indian history, for the first time, the King of Kolhapur, Chhatrapati Shahu Maharaj, gave reservations to backward classes. Who were these backward classes? He defined them as all communities except for Brahmins, Prabhus, Shenvis, Parsis.

Reservation is representation of communities. However, over the period of time, Supreme Court tried to impose economic criteria and imposed also.
