@Lewchube I think it was probably simultaneous — so they knew they needed rider forms, and that these were going to be separate Pokémon, but the simplistic designs are a result of getting dialed back to keep the rider forms from being too busy visually.

It's really just a hunch, though.

@AtelierCade @Lewchube I think Lewtwo means that the horses were initially designed as their rider forms, and only later did GF decide "hey let's make them their own pokemon"

The gen 5 trio very clearly were designed on their own before the fusions were.
