THE COBRA EFFECT
During the British Raj, officials grew concerned about the rising number of venomous cobras in Delhi. To tackle the issue, they introduced a bounty for every dead snake.
At first, the policy seemed successful, many cobras were killed.
But soon, an unintended consequence appeared. Enterprising locals began breeding cobras to claim the reward. Once the government realised this loophole and scrapped the bounty programme, the breeders released their now-worthless snakes.
The result? The cobra population surged to even higher levels than before.
This episode is remembered as the Cobra Effect, a classic example of how well-meaning incentives can backfire, producing the exact opposite of the intended outcome.
The “Cobra Effect” is such a powerful reminder that policies and incentives don’t just create results, they create behaviours.
When you reward outcomes without thinking of human ingenuity, people will always find a shortcut.

I have an idea,
Next year we shall have new Mps.
Now that Kiira motors is up and running, Instead of giving each MP 300 Million to buy a Toyota. Lets have @rggoobi wire all the 165 Billion to @KiiraMotors in June this year in preparation for the new Mps. Each Mp will get a hybrid SUV(both fuel and electric) made in Uganda.
After swearing in, we shall hand each Mp a copy of the constitution(as usual) and the keys to their new car.
We shall be supporting a Ugandan company owned by us taxpayers, saving the environment since the cars are rechargeable and it will also be a free advert for Kiira with 527 of our own cars driving around town.
We shall hit 3 birds with one stone.

When I received threats in 2023, Dr Besigye reached out to me, requesting to meet me. I wondered what we were going to talk about, but eventually arranged to meet him, on a Sunday. He drove from home to town, just to meet me! And what was the meeting about? Simply encouraging me: “Stay firm, don’t give up. When you give up you discourage others who want to speak up as well”. I could almost touch the determination and passion in his stern voice. That was all he wanted to meet me about - one hour of counsel and encouragement! Then he went back home, and we never spoke again.
Dr Besigye’s commitment is amazing! And, with all he has gone through for a better Uganda, to hear someone call him a mole, is such a painful thing. #JusticeforBesigye
