In our current taxation system, many consumption taxes burden the majority of the population and heavily impact the poor and the middle class.

Government interventions are necessary to address the widening inequality brought about by massive economic disruptions and systemic failures.

Through our House Bill No. 9274, we seek to impose an annual ultra-wealth tax on billionaires or the ultra-rich. Ang malilikom na pondo mula rito, eksklusibong ilalaan sa serbisyong pangkalusugan, pangkabuhayan, edukasyon, pabahay at suporta sa LGU.

Batid din natin na ang middle class, tuloy-tuloy man sa pagbabayad ng buwis, hindi naman kadalasang nakatatanggap ng ayuda sa panahon ng krisis o mga di-inaasahang pangyayari.

That is why we are also pushing for the passage of HB 9172 to ease the burden on low- and lower-middle-income earners by increasing the income tax exemption ceiling for individual taxpayers from P250,000 to P480,000 annually.

This same official is now closely linked to the highest leader of the land—blocking the reduction of VAT, entangled with lawmakers including one fugitive caught abroad, and connected to decisions that defunded PhilHealth while flood control projects remain mired in scandal.

Public service is meant to be modest. When privilege and power mix in private celebrations, questions of conflict of interest naturally arise.

This is not about one wedding. It is about a system where excess thrives while ordinary Filipinos are told to accept shortages as normal.

Transparency is not harassment. Oversight is not persecution. Silence is permission.

In moments of national crisis, the Filipino people look to their leaders for integrity and transparency. Allegations surrounding Department of Health (DOH) Undersecretary Glenn Matthew Baggao have raised troubling questions about conflicts of interest and procurement anomalies that demand sober reflection.

Timeline of Events

• July 2023 – Glenn Baggao was appointed DOH Undersecretary, tasked with overseeing the Health Facilities Enhancement Program (HFEP).

• Late 2023 – Reports surfaced that his brother’s firm, EGB Construction, had secured more than ₱140 million worth of health infrastructure contracts soon after his appointment. Critics pointed to a clear conflict of interest.

• January 2024 – Health workers and advocacy groups filed petitions to Malacañang, urging the revocation of Baggao’s appointment due to risks of corruption and syndicate influence.

• March 2024 – Allegations expanded to include the ₱1.8 billion Mobile Primary Care Facilities (MPCF) program, where Baggao, DOH Secretary Teodoro Herbosa, and other officials were accused of irregularities. Reports claimed that only 25% of the distributed facilities were functional, raising suspicions of waste and mismanagement.

• 2024–2025 – Formal complaints were filed before the Office of the Ombudsman, while the Commission on Audit (COA) was urged to investigate procurement processes. Baggao denied involvement, arguing that procurement had not yet begun during his tenure.

The Broader Context

These allegations strike at the heart of public trust. When billions of pesos in health funds are questioned, and when facilities meant to serve the poor remain idle, the credibility of our institutions suffers. The Filipino people are not ignorant; they see the consequences of mismanagement in overcrowded hospitals, in the lack of accessible primary care, and in the erosion of confidence in government.

A Humble Call

This essay is not written to condemn individuals outright, but to underscore the importance of accountability. President Ferdinand Marcos Jr., the Commission on Audit, and the Ombudsman must act decisively. Investigations must be impartial, transparent, and thorough. Only then can confidence in our health system be restored.

Public service is a sacred trust. In times of crisis, unity alone is not enough. What heals a nation is unity anchored on truth, accountability, and justice.

From Middle Class to “The New Poor”

In the Philippines today, poverty is no longer defined by joblessness. Even salaried families are crushed by healthcare costs.

PhilHealth—once a safety net—has been gutted. The unconstitutional transfer of funds in 2024, followed by zero subsidy in 2025, dismantled its capacity to protect ordinary Filipinos.

In its place, MAIFIP emerged: a program rooted in patronage politics, where access to care depends on favors and connections. Universal health care has been reduced to begging for assistance.

The result? Middle-class families, once buffered by salaries and savings, now sell assets, incur debt, or plead with politicians. They have become “The New Poor”—not for lack of income, but for lack of protection against illness.

Healthcare should never be a political favor. The collapse of PhilHealth is a betrayal of the constitutional promise of universal care.

The challenge is clear: restore trust, rebuild PhilHealth, and reject systems of patronage.
