Proposal is that Central London drivers to be charged ยฃ2 per mile on top of a ยฃ5 daily charge. Inner London drivers charged 60p a mile, whilst Outer London drivers are charged 40p a mile.
In July 2023, TfL began laying the groundwork for a top secret โProject Gladysโ test run which would see pay-per-mile charging technology tested on the capitalโs roads by the autumn, however this didnโt happen as a result of Mayor Khanโs desperate attempt for re-election.
TfLโs preliminary model involved splitting the city into three zones: Central London (the existing congestion charge area), Inner (the original ULEZ zone within the North and South Circular roads), and Outer (the rest of Greater London).
The team (under strict confidentiality) proposed to hire 20 drivers to test the new app and mobile monitoring network, ahead of rolling it out to all Londoners in 2026. A budget of ยฃ200,000 was allocated for the trial.
