He began with India and tariffs, then suddenly moved on to the White House’s Rose Garden grass and went into great detail about it.

This kind of rapid shift from one subject to another is called flight of ideas, a pattern usually associated with mania, where speech jumps between loosely connected or superficial links.

Other features of mania may include, elevated or irritable mood, increased talkativeness or pressured speech, inflated self-esteem or grandiosity, distractibility, impulsive or reckless behavior.

Trump could very well be a case of hypomania, a mild form of mania.

The Anarchy by @DalrympleWill is still one of my favourites. It tells the story of how the East India Company came to India to trade, became immensely wealthy, and, in their pursuit of more, became ruthless.
