The Supreme Court in Olga Tellis and Francis Coralie expanded Art 21 of the Constitution to define “right to life” as a “not mere animal existence” but a right to a meaningful life. Taking cue from that the same court in MC Mehta (Vehicular Pollution Case) expanded the right to life under Art 21 to a right to breathe clean air. You are welcome.
