This is essentially Article 15 of the Indian Constitution, which says the state shall not discriminate among citizens on the basis of religion, race, caste, sex, or place of birth. Yet under the same Article, sub-clauses 15(3) to 15(4) constitutionally empower the state to make “special provisions” for certain groups and thereby enabling discrimination.
