CMDA under Sekar Babu was the most corrupt and incompetent dept in TN. Added with his involvement in Chennai corporation also major reason Chennai didn't grow to its potential during last 5 yrs. While I wanted DMK to return to power, also wanted him to lose but reverse happened.
