Two commercial vessels carrying a total of 22 Indian nationals have been hijacked by pirates in separate incidents off Yemen and Somalia.

The Eritrea-flagged oil products tanker M.T. Sibu 1, carrying 16 Indians among its 20 crew members, was hijacked by six armed pirates in the Gulf of Aden, around 30 nautical miles off the coast of Yemen.

In the second incident, pirates seized the Cameroon-flagged cargo vessel M/V LUTUF off Somalia’s Puntland coast on Monday, carrying six Indian nationals among its 10-member crew.

We often demand total public disclosure for the PM CARES Fund, but we forget the constitutional framework surrounding the Prime Minister's Office. The PM is sworn under an Oath of Secrecy for official state duties, which governs executive information handling.

Legally, the government frames PM CARES as a public charitable trust rather than a statutory government body under the Right to Information (RTI) Act. While audited receipts are published on pmcares website, this distinct trust structure creates the ongoing tension between public transparency and official confidentiality

A “relief fund” that spent Rs 87 LAKH out of Rs 8,452 CRORE this year. Read that again.

PM CARES’s own audited accounts for FY 2024-25 show the corpus grew to Rs 8,452 crore; but actual spending on relief was Rs 87,85,291. Not crore. Lakh.

Meanwhile it earned Rs 469 crore just sitting in fixed deposits, more than 500 times what it spent on people.

This isn’t a charity anymore. It’s a fixed-deposit scheme with a PR name.

No CAG audit. No RTI. No Parliament oversight. Five years and counting.

FY 2023-24 and FY 2024-25 statements were released together, years after they were due. Audited not by the CAG; India’s constitutional auditor for public money; but by a private firm, because the government’s own legal position is that PM CARES is “not a public authority” despite PSUs pumping crores into it and the PM’s face on the letterhead.

If there’s nothing to hide, why fight RTI requests in court for five straight years? Why avoid CAG? Why the delay in disclosure?
