终于川普还是签署了行政命令，建立了 #Bitcoin 战略储备，和预期一样的是，财政部罚没的 BTC 作为储备的基础，并且确定了美国不会再出售储备中的 BTC。

目前有统计的美国执法机关持有的 BTC 大概是20万枚左右，这部分的持仓量将会在一定时间内不参与市场换手，但确实川普没有说明战略储备会持续到什么时间，但想来不会是短期的。

其次“财政部长和商务部长被授权制定预算中立的策略以获取额外的比特币，前提是这些策略不会对美国纳税人产生额外成本”。

这条看上去说的是财政部长和商务部长可以在预算中立的情况下获得一些 BTC 的仓位，但实际上行政令明确规定，财政部长和商务部长制定的策略必须 “budget-neutral”，即不能增加纳税人的负担。这意味着 能直接用财政部预算去买 BTC。

而且明确了政府不会通过没收程序以外的方式获取美国数字资产储备的额外资产。

但是这里可以操作的空间很大，比如财政部可以利用非 BTC 资产（如罚没中的 ETH、USDT） 进行市场交易，换成 BTC。这种方式不会直接使用新的财政资金，而是通过资产再分配来增加 BTC 储备。

而且财政部或商务部可以发行比特币支持的债券，然后用筹集的资金购买 BTC，这种方式不会直接增加财政赤字，也符合“budget-neutral”原则。

再或者财政部可以与美国银行或基金合作，提供激励措施让私人机构以某种形式向 SBR 提供 BTC，而不是政府直接用资金购买。

总的来说政府不会主动花钱买 BTC，但会通过管理机制让 BTC 作为储备资产不断累积。

Since the hack (10 hrs ago) , Bybit has experienced the most number of withdraws that we have ever seen, We have had a total number of more than 350k withdraws requests, so far, around 2100 withdraw requests left to be processed. Overall 99. 994% withdraws have been completed. If your withdraws are completed, please leave a comments here.
Although we have been hit by the worst hack possibly in the history of any medians (banks, crypto, finance), But all Bybit functions and product remain functional, the Whole team had been awake all night to process and answer client questions and concerns. ALL hands on DECK.

Bybit黑天鹅十小时员工回忆录

1. 从头到尾没禁止提过币
2.老板率先自己站出来，冷静的响应
3. 所有高管极其专业、团结，十个小时不眠不休处理借币、流动性和公关
4.各部门积极响应，没有一个人在开会的时候体现出慌乱，着急，像是任何一个平常的会议
5. 在Dubai office的十个小时，甚至有行政给员工们准备了夜宵和水果
6. 很多员工自发深夜跑到Office工作
7. 很多KOL自发帮Bybit发布帖子
8. 有技术人员主动reach out过来，不收一分钱就开始帮我们追回，甚至有一个人直接飞机来了迪拜
9. 我们从冷钱包提出了2.9B的USDT，Bitget借给了我们4万个ETH，还有很多流动性在路上
10.现在所有的Withdrawal都已经正常了，如果这次平安度过了，Bybit稳稳断层TOP1水平

12 hr from the worst hack in history. ALL withdraws have been processed. Our withdraw system is now fully back to normal pace, you can withdraw any amount and experience no delays. Thanks for your patience and we are sorry that this has happened.
Bybit will come out with full incident report as well as security measurement in the next few days. I will also personally keep you all posted on any new updates. Thanks to all the clients, friends and partners who have helped and supported us during this excruciation 12 hrs.

闲来无事整理最近bybit上altcoin的表现，有2个惊人的发现：

1. 唯二破发的都是同时上了币安的；
Scroll和ME都是高fdv低流通的典型了；上了币安以后基本上是躺平状态（手里没有币）

2. 涨幅最高的都是没有上币安但是上了Upbit的；
UXLINK更是28M极低市值上bybit一路拉了超过七倍；

这接下来我觉得二级策略也很简单了，就是看Bybit新上的代币市值合适的时候买入，赌一手上Upbit。
这也是如今准备TGE项目方的选择，至少在代币表现上看上去更健康？
