If you are looking for a political visual novel, I highly recommend "Suzerain". I feel like I can run a country after playing this game a few times...

In this game you can make decisions like which ministries to fund, which mega projects to start, stay honest or be corrupted etc. There are plethora of unhinged choices and multiple endings
