This is not a result of merely Ethanol blend. Petrol and Ethanol should ideally mix well together.
The phenomenon we see in the picture below is result of water absorption by the Ethanol leading to phase separation.
The entire storage, transport and dispensation of E20 petrol should ensure there is no moisture which can contaminate the fuel leading to phase separation.
My guess is the current mechanisms we have to distribute normal petrol does not have these safeguards. Petrol being hydrophobic will not absorb any moisture.
While the entire focus is on E20 compatibility of vehicles, the Government has not assessed whether the entire supply chain is equipped to handle E20 distribution without any water contamination.
