Just because an ad has a good CPA on a low budget - it does not mean it’s the best ad to be scaled as a winner.
New ads always go after low hanging fruit once launched (cheap inventory - ie retargeting).
As I’ve relentlessly been telling you all for the past few years:
The best indicator for determining the health of an ad will always be AMOUNT SPENT.
