Jewel of the Desert is in the service of the nation!

Deeply privileged to witness the inauguration of India’s first standalone greenfield refinery-cum-petrochemical complex in nearly a decade by PM Sh @narendramodi Ji.
One of the largest single-location industrial investments built at a cost of ₹79,459 cr with energy Maharatna @HPCL (74%) and Government of Rajasthan (26%) as equity partners, the state-of-the-art complex in Pachpadra, Rajasthan is built as unified project with 9 MMTPA refining and 2.4 MMTPA petrochemical capacity.
The refinery will produce about 26% of petchem products from the very beginning. It has a Nelson Complexity Index of 17 & is highly energy efficient.
It will have worlds’ largest Polypropylene Unit & Polyethylene swing unit to make more than 30 different polymer grades.
The magnitude and scale of the refinery, which will have Asia’s largest ever Coker unit with 125 mtr diameter & 64 mtr height, can be gauged from the following facts:
>150 lakh cubic mtr earth moved - 6 times the volume of the great pyramid of Giza!
>16 lakh mtr cube of concrete- 5 times the concrete used in Burj Khalifa!
>6 lakh tonne structural steel - 40 times the steel used in Eiffel Tower!

HPCL’s integrated Refinery cum Petchem complex will be a source of joy, progress, development, prosperity & employment for Barmer & people of Rajasthan. Firmly rooted in PM Modi Ji’s vision of @makeinindia, it is one of the biggest projects in the oil sector in India, and will further accelerate our journey towards energy self-sufficiency.

#WATCH | Rajasthan: PM Narendra Modi will dedicate India's first greenfield integrated refinery-cum-petrochemical complex to the nation at Pachpadra in Balotra, marking a landmark achievement in the country's energy and petrochemical sector.

Developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, the 9 Million Metric Tonnes Per Annum (MMTPA) Greenfield Refinery-cum-Petrochemical Complex has been established with an investment of over ₹79,450 crore.

The state-of-the-art complex integrates refining and petrochemical production, with a petrochemical capacity of 2.4 MMTPA. The refinery features a high Nelson Complexity Index of 17.0 and petrochemical yields exceeding 26%, aligning with global benchmarks for efficiency and sustainability.

The project is expected to play a pivotal role in strengthening India's energy security, enhancing petrochemical self-sufficiency, and driving industrial growth. It will serve as an anchor industry for the development of a Petrochemical and Plastic Park in the region, promoting downstream industries and ancillary sectors. Additionally, the refinery is poised to generate significant employment opportunities, contributing to the socio-economic development of the region.

There are moments that remind us why years of perseverance, sacrifice & unwavering commitment are always worthwhile. Hon'ble Prime Minister Shri Narendra Modi Ji's visit to the Main Control Room of HPCL Rajasthan Refinery (HRRL) on 4th July was one such unforgettable moment for the entire HRRL & HPCL family. It was a privilege for me, together with Dr. Neeraj Mittal, Secretary, Ministry of Petroleum & Natural Gas, to brief Hon'ble Prime Minister, on the refinery's integrated processes, product portfolio and the advanced digital systems that drive safe, efficient & reliable operations.

Yet, beyond the technology and infrastructure, two memorable moments stand out for me - Hon'ble Prime Minister’s interactions with a representative sample of workers and technicians who were involved in the construction phase, and his impromptu interaction with the representatives of Team HRRL. Those moments were precious and the interactions were simply inspiring.

In those few moments, countless years of hard work, determination & resilience found their true meaning. Every challenge overcome, every milestone achieved & every hour devoted to building this world-class refinery seemed to culminate in a shared sense of pride and purpose. For every engineer, operator, technician, contractor & employee who believed in this dream and worked tirelessly to make it a reality, this was not merely an inauguration—it was an affirmation of what collective resolve can achieve.

As we look ahead, Team HPCL & HRRL carries this inspiration with renewed determination to raise the bar even higher, set new benchmarks in operational excellence, and contribute with pride to India's energy security and the vision of a Viksit Bharat.

Some milestones mark the completion of a project. Others ignite the beginning of an even greater journey. For Team HPCL & HRRL, this was one such moment.

During my recent visit to Chandigarh & Mohali, I had the opportunity to visit Modern Automobile Engineers, Rockrose Auto Centre, Chandigarh Petroways, and Ess Vee Filling Station —each outlet offering valuable insights into evolving customer expectations.

I interacted with our Dealers & Customer Service Assistants (CSAs), reviewed the customer journey firsthand, exchanged views on enhancing convenience, service quality & the overall retail experience. The ownership, commitment, and customer-first mindset demonstrated by our Dealers and frontline teams were truly encouraging—they bring the HPCL brand to life every day.

During my recent visit to one of our HPCL retail outlets — Kishore Filling Station, Lucknow — I found myself wondering: Was this truly a fuel station, or something far beyond it?

What I witnessed was a thoughtfully created customer space reflecting care, culture, inclusivity & pride. From exceptionally clean surroundings & restrooms to a dedicated “Utility Point for Women” & Fueling Island for Women customers, every detail reflected genuine customer-centric thinking. The beautiful Madhubani paintings on the walls added warmth & character, transforming the outlet into a welcoming public space rather than just a transit point.

Amidst the prevailing situation of some panic and rumours of LPG shortage, C&MD visited a 5kg FTL (Appu) distribution camp at Puducherry to assess the ground realities.

He reviewed the camp operations, enquired about regular sales volumes, and understood the targeted customer segments being served. He also interacted with customers to get first-hand feedback on availability and service.

He reassured that adequate supplies are available and OMCs are working round the clock to meet every demand, urging customers not to panic.

The visit included a brief interaction with the dealer and delivery personnel, reaffirming the organisation’s commitment to ensuring last-mile availability and addressing customer needs with confidence and transparency.

Our C&MD engaged with the State Level Coordinator (SLC) – Tamil Nadu & Puducherry and State/Zonal Heads of OMCs (Retail & LPG) to review the evolving scenario, rising demand for LPG, MS, HSD, and ALPG, and preparedness to ensure uninterrupted supplies.

He appreciated the teams across OMCs for their relentless efforts in maintaining seamless fuel availability and emphasized the need for strong coordination, alignment with State authorities, and vigilance to prevent panic buying or hoarding.

Amid the current panic and rumours of LPG shortage, ED–LPG along with GM–LPG (NZ) visited an HP Gas distributorship in Dwarka, Delhi, and interacted with customers to understand their concerns.

They also engaged with the dealer and showroom staff, reassuring HPCL’s commitment to ensuring uninterrupted LPG availability and transparent customer service. The team inspected the showroom and godown, including verification of filled cylinders to ensure quality standards.

Subsequently, a visit was made to an awareness camp for Appu at a JJ Colony with a high migrant population, where customers were informed about 5 kg and 2 kg refills and new connections. Interactions were held to understand customer requirements and address concerns.
