Thank you ORERA for your effort to implement the provisions related to QPR and Audit report strictly.
ORERA has withdrawn the 2023 notification/order u/s 37 that had restricted penalties to nominal amounts.
☑️The law is clear: Promoters must upload complete Quarterly Progress Reports (QPRs) within 15 days of every quarter end [Rule 15(1)(d) of ORERA Rules, 2017]. ☑️Many are not doing so, leaving homebuyers unable to rely on the data on https://t.co/3BilA9LEnF
☑️token penalty of ₹5-10k (as mentioned in the 2023 order) is no deterrent when Section 61 allows penalty of up to 5% of the project cost.
Similarly, Section 4(2)(l)(D) mandates "Provided also that the promoter shall get his accounts audited within six months after the end of every financial year by a chartered accountant in practice, and shall produce a statement of accounts duly certified and signed by such chartered accountant and it shall be verified during the audit that the amounts collected for a particular project have been utilised for the project and the withdrawal has been in compliance with the proportion to the percentage of completion of the project."
When the law is clear about the time line regarding online submission of QPR (i.e. 15 days after a quarter) as well as Audited report (i.e. 6 months after a financial year),
WHY:
(1)allow offline submission?
(2)allow more time for submission repeatedly even after 10 years of implementation of RE(R&D) Act? For how long the argument of "it is a new law and promoters need more time to get used to it" will be told to the Home Buyers?
We now expect @OdishaRera to strictly enforce the QPR provisions and impose meaningful penalties under Section 61 on violators. This single step will greatly restore transparency and buyer confidence. Looking forward to stronger compliance and homebuyer friendly enforcement.

Now the govt. has published the Gazette regarding registration of the Common Areas.
People can start sale/resale of their apartment subject to fulfilling the conditions mentioned in the linked X post.
Congratulations to all Association of Allottees, who will now get the Ownership rights over the Land.
Section 17 of RERA can now be implemented.
Garbage pickup by BMC is irregular despite regular payment of user fees. Residents have been suffering for the last 7 months. Vehicle issues cannot justify public hardship.
Urgent action needed.

Registration of all Apartments is now OPEN.
Finally the @rdmodisha has made changes in the table of "fees payable" under the Registration Act 1908.
The promoters will be able to transfer through a registered sale deed the Common Areas (the entire land of the project) to the registered "Association of Allottees" by paying a consolidated fee of Rs.20000/- as registration fee.

A Call for Accountability: The Tragic Balcony Collapse in Cuttack—Not an Accident, But Murder by Negligence
In a heartbreaking incident that has shaken the city of Cuttack, three lives were cruelly cut short on November 8, 2025, when the balcony of an apartment building collapsed, crashing onto an adjacent home.
This was no mere accident—it was murder, plain and simple, orchestrated by years of willful neglect, corruption, and bureaucratic blindness that allowed a known deathtrap to stand. The blood of these innocent stains not just the hands of the property owner, who flouted every rule in constructing G+5 floors whereas it had approval for G+2 only, but equally those of the @CDA_CUTTACK Cuttack Development Authority (CDA) and @CMCCuttack Cuttack Municipal Corporation (CMC).
How did these watchdogs fail so spectacularly to detect and demolish unauthorized structures that endanger lives? Their inaction is not mere oversight—it's complicity in a system that prioritizes shortcuts over safety.
This tragedy exposes a deeper rot: the blatant violation of the Supreme Court's directives on mandatory Occupancy Certificates. For ignoring this sacred safeguard, the @SecyChief and Principal Secretary @HUDDeptOdisha must be held directly accountable. Heads must roll, inquiries must be swift and transparent, and reforms must follow—not as lip service, but as ironclad enforcement.
And here's the question that demands answers: If this construction was truly unauthorized, (i)how was it ever connected to electricity? (ii)How did water lines snake their way in? (iii) How were families ever permitted—no, encouraged—to occupy a deathtrap?
These are not oversights; they are enablers of disaster, fueled by corruption or indifference. The probe ordered by the @CuttackDM is a start, but it must pierce the veil of bureaucracy to deliver justice.
Cuttack deserves better. Odisha deserves better. We urge the state government, under Chief Minister Mohan Charan Majhi, to overhaul building regulations with zero tolerance for violations.

Police finally gave the restrain order. By then the boundary wall of the project has already been broken.
Broken also the trust on @BDA_BBSR@bmcbbsr@ThirumalaNaik4@rajeshpatilias who either do not understand the meaning of Section 14(2)(ii), RERA or are hell bent upon helping the builder at the cost of the rights of Home Buyers.
Even @HUDDeptOdisha@ushapadhee1996 not taking steps to stop the illegal modifications of approved plans by the development authorities.
Any such amendment/change adversely affects the percentage share of a Home Buyers in the common areas and land. Without the consent of 2/3rd buyers for a specific change it is prohibited to allow/force changed plan.
