*There are obvious military applications with a much more tangible/larger markets. The satellite one is removing from orbit does not need to be a dead one.
** e.g. deadman switch for active/accelerated de-orbiting, mandatory modest propulsion, beacons, etc.
Space junk? Active debris removal may get a lot of headlines, but I think it will very much remain in the fringe of managing the issue*, like clearing aircraft wreckage from the runway.
As such, government funding should be balanced accordingly to effectively address the issue. Funding R&D purporting to active debris removal efforts is much more likely to manifest itself in alternative applications unrelated to side-stepping the Kessler Syndrome.
