While a Government-ordered investigation is still inconclusive and still in progress in the alleged irregularities in implantation of pacemakers at GMC Hospital Anantnag, facts grossly contrary to what was fed to media last week are now coming to fore. According to the officials holding the investigation, it has been noticed that normally two types of pacemaker implantations are available in the Government and private hospitals:
A) Dual Chamber
B) LBBAP
LBBAP is performed only at super speciality hospitals. The doctor in question is exceptionally competent in LBBAP procedures which he performed on several patients on their demand and request at GMC Hospital Anantnag. However, the concerned government agency (SHA) repeatedly rejected pre-authorization to all cases requiring LBBAP which costs ₹1.70 lakh each case. The agency insisted that under PMJAY-SEHAT only a Dual Chamber procedure, costing upto ₹1 lakh was authorised. Thereupon, some of the patients, including Peer Rafeeq Ahmad, whose son himself is a doctor and who offered to pay the extra amount of ₹70,000 voluntarily over an affidavit directly to the Government supplier under proper receipt on Transaction Management System, LBBAP was conducted on a number of such patients. It was fed to media that Peer Rafeeq was "forced to pay an extra amount of ₹70,000". Now the officials holding the investigation have come across affidavits making clear that those choosing and insisting on LBBAP have paid extra amount of ₹70,000 to the Government supplier out of their own volition and choice and without any coercion. It has become clear that no official, doctor or any other individual has taken any amount of "cut", "commission" or undue benefit.
Rather than selectively targetting an intervention cardiologist who didn't get any benefit from performing LBBAP instead of Dual Chamber, media should have been properly enlightened about the administrative lacuna and lapses. It should have questioned the SHA why the PM-guaranteed benefit, available upto ₹5 lakh a common family in J&K, should not be given to LBBAP cases if medically required and advised by cardiologists. It should have raised questions as to who would be responsible if anyone of the patients died whose pre-authorization at GMC Anantnag was outrightly rejected by SHA repeatedly.
Rather than feeding the media wrongly and targetting the doctors selectively on questionable grounds, Government should hold a transparent investigation with supervision of a panel of experienced and independent cardiologists, identity and remove all hassles and impediments created by clerks and sections of bureaucracy and extend full benefits to the patients as guaranteed by both, the PM and the CM, separately.

A LANDMARK JUDGMENT FOR VOCATIONAL TRAINERS
The Hon'ble Rajasthan High Court has delivered a historic judgment that goes to the very heart of the issues faced by Vocational Trainers. Striking hard at the current system, the Court took strong note of the severe hardships and exploitation arising under the failed #VTP model, emphasizing the direct responsibility of the Department toward those who have been serving in schools for years.
In a definitive set of directives, the Hon'ble Court ordered the direct departmental Recruitment of all Vocational Trainers, the Direct Transfer of Salaries straight into their bank accounts and the immediate formulation of a dedicated Policy to safeguard their service conditions and future.
This judgment is not merely a legal victory, it is a victory for dignity, job security, transparency and accountability. It recognizes that the true backbone of vocational education deserves state protection, structural respect and a stable livelihood.
JKVTWA wholeheartedly welcomes and appreciates this visionary judgment. It sets a powerful national precedent and offers renewed hope to thousands of Vocational Trainers across the country who continue to fight for justice, security and the recognition they deserve.

A delegation of the Jammu & Kashmir Vocational Trainers Welfare Association, led by President Lone Jeelani @lonejeelanii, met with the esteemed members of the 8th Central Pay Commission in Srinagar. The meeting was highly positive, and the delegation presented the core concerns and demands of Vocational Trainers.
The esteemed members of the Commission greatly appreciated the vital grassroots role played by Vocational Trainers in realizing the vision of Honorable PM Narendra Modi Ji's @narendramodi #SkillIndia mission. Working tirelessly on the frontlines, Vocational Trainers equip students with employable skills and industry-oriented education. The delegation highlighted the numerous challenges faced by Vocational Trainers despite their significant contributions to the nation's skill development mission, emphasizing the urgent need to integrate the cadre into the mainstream education system in line with the objectives of NEP 2020 and the recommendations of the 2026 NITI Aayog @NITIAayog Roadmap for School Education.
We are deeply grateful to the Honorable 8th Central Pay Commission @8thpaycommision for granting us this audience. This marks a historic milestone for Vocational Trainers across India; for the first time, our concerns have been placed formally before the highest pay policy body in the country. During this high-level session, we made it absolutely clear to the Honorable Commission that this is not merely a state-level grievance, it is a national policy crisis that demands a central policy solution. We proudly voiced the plight of Vocational Trainers across India, presenting the stark contrast between our exceptional grassroots-level success and years of administrative stagnation. We brought to the forefront the severe hardships of serving since 2016 on a rigid, frozen consolidated salary with zero increments, no standard allowances such as DA and HRA, highly restrictive leave rules, and a complete absence of vital social security benefits, pensions, or death benefits for our families.
We strongly emphasized that for national vocational education reforms to succeed, the system must support a stable, motivated, and professionally secure workforce. This position is further reinforced by the official recommendations of Chief Education Officers (CEOs) and Directors within our own department.
The esteemed members of the Commission gave a patient hearing to all the issues raised. They expressed overwhelming agreement with the concerns and structural demands presented by our delegation, providing 100% positive feedback across the board. Our unified voice was heard loud and clear at the highest policy level, bringing immense hope to thousands of families who have dedicated their prime professional years to shaping the future of India's youth.

For years, under a regime of professional dictatorship, the salaries of almost all Vocational Trainers were unlawfully deducted. These deductions, when totaled across the state, amount to lakhs and #millions of rupees, money that belongs to the hard working vocational trainers and their families.

This is not just an administrative issue, it directly affects livelihoods and the future of skill education in the region.
The Hon’ble Chief Minister of J&K must recognize the genuine concerns and hardships faced by Vocational Trainers. Instead of discontinuity and ad-hoc decisions, it is time to formulate a clear, structured, and secure policy on the pattern of Haryana, where vocational staff have been given stability and institutional recognition. We place on record our firm appreciation for the Worthy State Project Director @bhawani_rakwal, Samagra Shiksha J&K, and the Worthy Chief Accounts Officer @JKSamagra for issuing this decisive order and making it public. This order officially validates the long-standing concerns raised by Vocational Trainers regarding systematic violations of the Memorandum of Understanding (MoU) by Vocational Training Partners #VTPs.
The order makes it abundantly clear that all Vocational Training Partners #VTPs have been in continuous and comprehensive violation of the MoU since its inception in 2016. These violations are not confined to any single aspect, but extend to multiple core terms and conditions of the MoU, reflecting a complete failure of compliance and accountability. On this basis alone, all #VTPs stand disqualified from continuing in the vocational education system of Jammu & Kashmir.
It is now an established and documented fact that all #VTPs have failed to fulfil even the basic obligations prescribed under the MoU. This position has already been submitted in writing by all 20 Chief Education Officers of J&K and the Directors of School Education, particularly during deliberations on the implementation of the Haryana Model. These recommendations are explicit, unanimous, and against the continuation of all #VTPs, leaving no administrative or legal justification for their retention.
Despite repeated warnings and documented failures, crores of public funds have continued to be channelled to private companies that have proved to be a burden on the vocational education ecosystem rather than contributors to it. This situation reflects systemic inefficiency and must be brought to an end.
We therefore categorically demand that the Government of Jammu & Kashmir immediately act upon the recommendations already submitted by the CEOs and Directors, and initiate the removal of all #VTPs without any further delay.
We expect the present Government @JKNC_@OmarAbdullah@sakinaitoo to honour the commitments made to the Vocational Trainers of J&K, beginning with decisive structural reforms strictly in accordance with the recommendations already placed before the Worthy Secretary, School Education Department, J&K.@SchoolEdujkut
This order must be treated as a trigger for corrective action, not a mere formality. The vocational education system of Jammu & Kashmir demands accountability, reform and justice—without compromise.
