I will not abandon a just cause because an opponent supports it, nor stay silent on injustice because an ally commits it. Our people’s interests—not approval from power or opposition—will guide my politics.

پچھلے دو سال سے میں رکن صوبائی اسمبلی کے حثیت سے صوبائی اسمبلی کی قائمہ کمیٹی ماینز اینڈ منرل کا ممبر ہو، اور محکمہ معدنیات پختونخوا کا ریکارڈ ھمارے ساتھ کمیٹی میں ڈسکس کیا جاتا رہا، اور تقریباً یہ سب مندرجہ ذیل باتیں ھمارے ریکارڈ کا حصہ ہیں،
محکمہ معدنیات پختونخوا نے لارج اسکیل لائسنس 4 چار جاری کی ہیں، جس میں ایک لارج اسکیل لائسنس ایف ڈبلیو او کے پاس ہے، وزیرستان میں کاپر کی کان کنی ہور��ی ہیں، 2016 میں یہ لاسینس ایف ڈی ایم اے کے پاس تھا جس کیساتھ ایف ڈبلیو او نے جائنٹ وینچر کرکے حاصل کیا ہے، 2017 میں پختونخوا ماینز اینڈ منرل ایکٹ بنا، اب ایک ہی لارج اسکیل لائسنس فنکشنل ہے اور وہ وزیرستان میں کاپر کی ہے ایف ڈبلیو او کے پاس ہے،
اس کا رقبہ 30 مربع کلومیٹر یعنی 7,410 ایکڑ ہے، جو 37 عام لیزوں کے برابر ہے۔ مقامی عوام کو صرف 50 سے 500 ایکڑ دیا جاتا ھے
محکمہ معدنیات کے ریکارڈ کے مطابق وہاں سے 2016 سے 2024 تک 987,000 ٹن کاپر نکالا گیا، جس میں پچھلے دو سال کا ریکارڈ شامل نہیں 2025,26 کا، اسکے باوجود ایف ڈبلیو او نے 10 لاکھ ٹن کاپر اوپن بولی کے ذریعے فروخت اور ایکسپورٹ کیا۔
اب اسکے پراسیسنگ کرکے 25٪ سے لیکر 30 فی صد کاپر تیار کرکے مارکیٹ میں بیچھتے ھیں، اج انٹرنیشنل مارکیٹ میں 25٪ کاپر کا ریٹ 9500 ڈالر جبکہ 30٪ کاپر کا ریٹ 11500 ڈالر فی ٹن ھے،
اب اس کاپر کی مالیت صحافی حامد میر کے بیان کردہ 7 لاکھ روپے فی ٹن نرخ کے حساب کے مطابق اس نکالی گئی کاپر کی مجموعی مالیت تقریباً 6.9 کھرب روپے بنتی ہے۔

اب پختونخوا کی محکمہ معدنیات ایکٹ 2017 کے معدنی قانون کے مطابق 5٪ رائلٹی کے حساب لگا کر تقریباً 34.5 ارب روپے بنتے ہیں، جبکہ محکمہ معدنیات کی ریکارڈ کے مطابق محکمہ معدنیات کو صرف 16.9 کروڑ روپے ادا کیے گئے۔
جب مجھ سمیت دیگر ممبران اسمبلی احمد کریم کنڈی، ایم پی اے عدنان خان سمیت دیگر سیکٹری معدنیات، ڈی جی معدنیات سے اس حوالے سوال اٹھائے کہ کیوں پورا حساب کتاب نہیں دیا جارہا ہیں، تو بچارے خاموش ہو جاتے اور اکثر کہتے ہیں کہ سر ھم کچھ نہیں کرسکتے۔ یہ سب باتیں کمیٹی ریکارڈ کا حصہ ہیں، اور ھمارے پاس ڈاکومنٹس کی شکل میں بھی موجود ہیں،
بشرط یہ کہ اگر اب اس گورنر راج اور ایمرجنسی کی مارشلائئ دور میں محمکہ معدنیات کی ریکارڈ میں ردوبدل نا کریں۔۔

اب آتے ہیں احتساب کے طرف، کہ سب سے پہلے کس کا؟ جب صوبے کی 4000 زیادہ چھوٹے لیز ہولڈرز کی مجموعی سالانہ آمدن تقریباً 14 ارب روپے تک پہنچ چکا ہیں، تو دوسری طرف صرف ل اس ایک لیز ( وزیرستان کاپر ) کی مبینہ رائلٹی 33 ارب روپے بنتی ہے اور ادائیگی صرف 16.9 کروڑ دیکر باقی رقم نہیں دیتے،تو ائیں سب سے پہلے اس کا شفاف آڈٹ اور احتساب تو کریں۔؟
ہاں میں مانتا ہوں کہ پی ٹی آئی کی ناقص حکمرانی کے ساتھ ھمارا اختلاف تھا اور رہے گا، کیونکہ اسکے دور حکومت میں اقربا پروری، کرپشن سب کچھ ہو رہا تھا، ھم بھی اسکے ساتھ اختلاف رکھتے ہیں،
لیکن ریکارڈ کو دروست رکھنے کیلے یہ لمبی تحریر لکھنا پڑھ رہا ہیں، تاکہ پنجاب کی سول ملٹری اشرافیہ نے جس طرح پچھلے دو دنوں سے عوام کو گمراہ کرنے کی مذموم کوشش شروع کر رکھے ہیں، اسکے آڑ میں پختونخوا کی موجودہ تمام چھوٹے لیز ہولڈرز کی لایسینز مشکوک کرکے ختم کرنے کی سازش ہورہی تاکہ اسے ختم کرکے کمپنی سرکار اپنے لیے لارج اسکیل لائسنس کا اجراء کرکے ھمارے وسائل پر قبضہ جمانے کی کوشش ہورہی ہیں،
ا�� آتے موجود چھوٹے لائسنس کی اجراء کے بارے میں بات کرکے ہیں،

محمکہ معدنیات پختونخوا نے آن لائن پورٹل 2017 میں رسالپور میں سیکیورٹی ادارے نے محکمہ معدنیات کو تربیت دے کر شفاف آن لائن پورٹل نظام تیار کروایا، جس سے شہری گھر بیٹھے لائسنس کے لیے درخواست دے سکتے ہیں۔
2024 میں مائن اونرز ایسوسی ایشن نے میڈیا اور اداروں کو بتایا کہ فیسیں اور کاغذات مکمل ہونے کے باوجود 7000 درخواستوں پر لائسنس جاری نہیں ہوئے۔

اس ایشو کو کمپنی سرکار کی حکم پر نیب نے نوٹس لیا، اور اکتوبر 2024 میں نیب نے مشترکہ پریوینشن کمیٹی کے ذریعے جانچ پڑتال کی اور زیرِ التوا لائسنسوں کا معاملہ فوری حل کرنے پر زور دیا۔
نیب اعلامیے کے بعد محکمہ معدنیات کی اس وقت کی ڈائریکٹر جنید خان نے درخواستوں کی پراسیسنگ شروع کی اور قانونی تقاضے پورے کرنے والوں کو لائسنس جاری کیے۔ اور کمیٹی میں باقاعدہ رپورٹ پیش کیا،
ان 4000 سے زیادہ لیز ہولڈرز میں مختلف سیاسی جماعتوں کے افراد، ریٹائرڈ فوجی افسران اور پاکستان بھر کے شہری شامل ہیں۔ اور یہ سب ریکارڈ کا حصہ ہیں،

اس حوالے سے ھمارا موقف بڑا واضح ہیں کہ ان لیزوں میں بے ضابطگیاں اور بی قاعدگیاں ہوئیں ہیں تو ان کی تحقیقات ضرور ہونا چاہیے، اور ـــــــ 1/2

ایمرجنسی یا گورنر راج لگانے کی مخالفت کرتے ہیں لیکن اس کے ساتھ ساتھ یہ بھی سمجھتے ہیں کہ حالات کو اس نہج پر پہنچانے کے ذمہ دار تحریک انصاف کی حکومت اور ان کو لانے والے ہیں۔ تحریک انصاف کی حکومت گزشتہ ڈھائی سال میں ہر لحاظ سے بدترین طور سے ناکام رہی ہے۔ اس حکومت نے عوام کے مسائل حل کرنے میں معمولی دلچسپی بھی نہیں لی بلکہ صوبے کو ایک مسلسل ہیجانی کیفیت میں مبتلا رکھ کر کرپشن کا ایک بازار گرم رکھے ہوا ہے۔ یہ دہشتگردی سے نمٹنے میں کبھی سنجیدہ نہیں رہی بلکہ اس نے اپنے قول و فعل سے ہمیشہ یہ ثابت کیا کہ اس کی ہمدردیاں عوام، صوبے اور ملک کے ساتھ نہیں بلکہ دہشتگردوں کے ساتھ ہیں۔ پولیس اور عوام کے شہداء کے ساتھ کھڑے ہونے کی بجائے اس نے دہشتگردوں کی بالواسطہ یا بلا واسطہ سہولتکاری کی۔ اس کا انعام اسے عوام اور قانون کے ساتھ کھڑی ہونے والی جماعت کو دہشتگردی اور ففتھ جنریشن کے پراپیگنڈے کا شکار بنا کر اسے اکیلے جگہ دے کر دیا گیا۔

گورنر راج یا ایمرجنسی لگے یا نہ لگے، یہ ایک زمانے میں دو باہمی محبت کرنے والوں کی آپس کی لڑائی ہے۔ ہم تحریک انصاف اور اس کو لانے والوں، دونوں کے احتساب کا مطالبہ کرتے ہیں۔ اس صوبے کو مزید تجربہ گاہ بنانے کی اجازت نہیں دی جا سکتی۔

گورنر راج یا ایمرجنسی کا نفاذ ایک غیر جمہوری عمل ہے ھم اسکی بھرپور مخالفت کرتے ہیں، جمہوری لوگ سنجیدگی سے مذاکرات کے ذریعے مسائل کا حل نکال سکتے ہیں، لیکن پردے کی پیچھے مقاصد کچھ اور دیکھائی دے رہے ہیں، پختونخوا کو انتظامی طور پر تقسیمِ کرکے امن امان کی آڑ میں وفاقی حکومت اور اسٹبلشمنٹ قبائلی اضلاع سمیت جنوبی اضلاع کے معدنیات کیا اپنے قبضے میں لینا چاہتے ہیں؟ یہ عمل صوبائی خودمختاری پر ڈائریکٹ وار ہے، اور سنگین خلاف ورزی ہیں،
جبکہ دوسرے جانب صوبائی حکومت اپنی سیاسی نادانی کی وجہ سے صوبے کا اختیار وفاق کے حوالہ کررہے ہیں، مقصد سیاسی خودکشی نہیں بلکہ سیاسی شہادت حاصل کرنا ہے لیکن نقصان پورے قوم کا ہوگا اس قدر گھمبیر صورتحال اختیار کرچکی ہیکہ لڑائی لڑنے والوں کو تو اپنے اپنے فائدے نظر آرہے ہیں لیکن نقصان مسلسل عوام کا ہورہا ہے اور مزید ہوگا، صوبہ پختونخوا پہلے سے کافی نقصان اٹھا چکا ہے صوبہ پہلے سے معاشی عدم استحکام کا شکار ہے مہنگائی بے روزگاری، اور اوپر سے بدامنی کے واقعات اور اب مزید سیاسی عدم استحکام کی طرف بڑھ جائے گا، جو صوبہ کا موجودہ انتظامی ہرارکی نہیں سنبھال پائے گی، اور عوام مزید مسائل تلے دب جائیں گے، مقتدرہ نے پختونخوا کو سیاسی تجربہ گاہ بنایا دیا ��ے، اب یہ صوبہ مزید نئے تجربات کی متحمل نہیں ہوسکتا۔۔!!!

اسلام آباد کی اسلامک انٹرنیشنل یونیورسٹی کی طالبہ لائبہ نے گزشتہ روز مبینہ طور پر خود کشی کر لی جسکی لاش جی ٹین اتوار بازار کے قریب سے برآمد ہوئی۔۔۔ پولیس کا کہنا ہے کہ طالبہ لائبہ جی ٹین میں رہائش پذیر تھی کل تقریباً 2 بجے گھر سے نکلی تھی۔۔۔اہلخانہ کہتے ہیں کہ لائبہ نے اسلامی یونیورسٹی سے گولڈ میڈل کیساتھ بی ایس کیا،مزید پڑھائی کیلئے بیرون ملک جانا چاہتی تھی ، ایک کنس��ٹنٹ نے امریکی یونیورسٹی میں داخلہ کروانے کیلئے 70 لاکھ روپے مانگے۔۔غریب باپ موٹرسائیکل پر دودھ فروخت کرکے بچوں کو پڑھا رہا تھا۔خود کرایے کے فلیٹ پر رہنے والے والد نے پلاٹ بیچ کر 21 لاکھ کیش ایجنٹ کو دیا۔۔باقی رقم کا انتظام کرنے کیلئے طالبہ کی والدہ کا زیور بینک میں رکھوایا گیا۔۔طالبہ نےیونیورسٹی میں داخلے کے ڈاکومنٹس چیک کروائے تو سب جعلی نکل��۔۔۔

اس ایجنٹ کے خلاف فوری قانونی کارروائی عمل میں لائی جائے تاکہ کوئی اور اپنے ادھورے خوابوں اور بھاری دل کے ساتھ اس دنیا سے رخصت نہ ہو ۔۔۔

I strongly condemn the reported rustication of Afghan students from Pakistani universities, particularly medical students standing at the threshold of graduation. National security may justify the lawful scrutiny of individuals; it cannot legitimise collective punishment based solely upon nationality.

Such indiscriminate exclusion offends the constitutional guarantees of lawful treatment and due process embodied in Articles 4 and 10-A of Pakistan’s Constitution. Article 4 expressly extends the protection of law not merely to citizens but to every person lawfully present within Pakistan. It also sits uneasily with the principles of education and non-discrimination recognised by the International Covenant on Economic, Social and Cultural Rights. No student should be deprived of years of labour, expense and legitimate expectation without notice, hearing and an individualised, reasoned decision.

Education must never become an instrument of diplomatic retaliation. In our faith, humanity’s intellectual journey begins with the divine command: “Read.” Educating a human being is therefore not merely a public service—it is a sacred duty.

Expelling a final-year medical student does not punish a foreign government; it ruins a young life, deprives humanity of a doctor and transforms a potential lifelong friend of Pakistan into a wounded witness against it.

“Borders may regulate movement, but they must never imprison knowledge.”

When states punish students for the disagreements of governments, classrooms become nurseries of resentment and nationality becomes a substitute for guilt.

I urge all affected students to challenge these arbitrary and callous orders before the respective High Courts in their constitutional jurisdiction under Article 199. Pakistan and Afghanistan already carry a painful burden of mistrust. Let our universities build the bridges that politics repeatedly burns. This decision must be withdrawn immediately.

Imagine spending years studying, sacrificing everything to become a doctor, reaching the final year—and then being told that your dream ends here because of your nationality. These Afghan students are not responsible for the disputes between governments. They are young people who chose education, medicine, and service. For many Afghan women, returning also means returning to a country where higher education is closed to them. Do not make students the casualties of politics. Let them finish their degrees. Let doctors become doctors. Let education remain a bridge between nations, not another battlefield.This is bigger than Afghanistan or Pakistan. It is about what kind of humanity we choose to uphold.

In the same province the situation is not the same. The ruling party can roam around and have their shows in all the province starting from Chitral then Bajaurh then Mohmand then Shabqadar and then Charsadda where I as a leader of a party and a senator can’t even go for a funeral. Now who is allowed for politics in Pukhtunkhwa and who is not allowed is quite clear and I once again say that in this all they ALL are on the same page. THEY decide who to target, who to be given political space. And even after this all they steal the mandates and then claim their Parties like our have diminished. Insane. Welcome to the Islamic republic of Pakistan.

International Human Rights Foundation (IHRF) Condemns Shameful Life Sentence for Dr. Mahrang Baloch and Sibghatullah Shah by Pakistani Authorities

The Hague, The Netherlands – June 23, 2026 – The International Human Rights Foundation (IHRF) expresses its strongest condemnation regarding the reprehensible life sentence handed down by a Pakistani Anti-Terrorism Court to prominent human rights defender Dr. Mahrang Baloch and her colleague, Sibghatullah Shah .

This verdict is a blatant miscarriage of justice and a devastating blow to the rule of law in Pakistan. Dr. Baloch, a leader of the Baloch Yakjehti Committee (BYC), has been a fearless and peaceful voice for the Baloch people, courageously campaigning against enforced disappearances, extrajudicial killings, and state repression in Balochistan . Her only crime is her dedication to exposing grave human rights violations .

The IHRF is deeply alarmed by the egregious procedural irregularities and denial of due process that characterized this “secret trial” . A proceeding that denies the accused the right to effectively cross-examine witnesses or present a proper defense, held in a “faceless court” on jail premises, cannot be considered a legitimate judicial process . This is not justice; it is a politically motivated weaponization of the judicial system to silence dissent and intimidate human rights defenders .

We echo the calls of Amnesty International and other international bodies, who have condemned this verdict as an affront to the right to a fair trial . The state’s cynical misuse of anti-terrorism laws to prosecute peaceful activism represents a dangerous escalation in the crackdown on fundamental freedoms in Pakistan .

The IHRF urges the Government of Pakistan to immediately and unconditionally release Dr. Mahrang Baloch and Sibghatullah Shah, and to ensure their safety and well-being.

We call upon the international community, including the United Nations Human Rights Council, to:

1. Denounce this injustice and place Pakistan under close scrutiny for its escalating human rights violations.
2. Demand transparency in all legal proceedings against human rights defenders and a full investigation into the circumstances of this case.
3. Pressure Pakistani authorities to cease the persecution of peaceful activists and uphold their international obligations regarding due process and fundamental rights.

The IHRF stands in solidarity with Dr. Mahrang Baloch, Sibghatullah Shah, and all peaceful activists in Pakistan who risk their lives for justice and human dignity.
