The 40:30:30 Phase wise development of layouts is NOT a relief to the Developers in Karnataka. Developers can easily obtain layout approvals in Phase wise manner as per KTCP norms, there was no need for this redundant Ordinance done in a hurry by Govt.!
Earlier 40:30:30 release order process based on the percentage of works completed in the layout was very practical. We request you to seek opinion from Member Secretaries of all Planning Authorities to understand the impracticality of this Ordinance and amend the same suitably.
Next 30% release order was provided after completion of 70% infrastructure works and the final 30% release order was provided after completion of tar works, sewage treatment plant and electrical installations. Earlier release process circular dated 2012 is enclosed herewith.

.@MoHUA_India will advise States/UTs and their Regulatory Authorities to extend the registration and completion date suo-moto by 6 months for all registered projects expiring on or after 25th March, 2020 without individual applications

Further to our representation to Urban Development Department on 25-02-2020, we kindly request you to reintroduce 60:40 Site release process in BMRDA/BDA/DTCP approved plotted layouts in our state.
In the view of current Covid-19 Crisis faced by businesses, to improve the stamp duty collections to the State Govt., to provide price benefit to purchasers and to improve ease of doing business for land developers, we kindly request you to reintroduce the site release process.
