A STATEMAN AT 74: CELEBRATING A LIFE OF COURAGE, REFORM AND NATIONAL RENEWAL Today, we celebrate the enduring legacy of a man whose life has been defined by courage, conviction, and an unyielding commitment to the progress of Nigeria. As His Excellency, President Bola Ahmed Tinubu, GCFR, marks his 74th birthday, I join millions of Nigerians and admirers across the world in paying tribute to an extraordinary leader, a servant of the people, and a reformer of global stature. For decades, President Tinubu stood at the forefront of Nigeria’s pro-democracy struggle. From the trenches of resistance, he aligned with civil society organisations, labour unions, journalists, academics, and student movements in a sustained and principled assault against military rule. That collective struggle, to which he gave so much of himself, culminated in the historic restoration of democratic governance in 1999. Asiwaju Bola Ahmed Tinubu’s role in that defining chapter of our national journey remains indelible. In the years that followed, His Excellency, President Tinubu distinguished himself not only as a democrat of note but as a master strategist in political organisation and coalition-building. His pivotal role in forging the alliance that birthed the All Progressives Congress (APC) reshaped Nigeria’s political landscape. It led to a watershed moment in 2015 when, for the first time in our history, an incumbent administration was peacefully defeated at the polls; an achievement that further deepened democratic practice in our country. In 2023, history called upon him once again. A man long regarded as a central force in Nigerian politics assumed the highest office in the land. Yet, rather than rest on reputation, President Tinubu has governed with clarity of purpose and a willingness to take difficult but necessary decisions in the national interest. His administration has embarked on bold and far-reaching reforms that are already repositioning Nigeria on a stronger and more sustainable footing. The removal of the long-standing fuel subsidy, a policy that had become economically unsustainable and deeply distortive, signaled a decisive break with the past. Equally significant is the unification of the foreign exchange market, which has restored greater transparency, improved investor confidence, and set the stage for long-term economic stability. These reforms, though demanding in the immediate term, have begun to unlock critical resources for national development. Across the country, we are witnessing renewed investments in infrastructure, including landmark projects such as the Lagos-Calabar Coastal Highway, the 375 km Abuja-Kaduna-Zaria-Kano road rehabilitation and up-grade project and the Sokoto-Badagry Superhighway. These initiatives are not merely roads; they are economic corridors designed to stimulate commerce, connect communities, and expand opportunity. Your Excellency’s Renewed Hope Agenda has since rejuvenated Agriculture and Agri-business across the country; the health sector across the country has been bolstered with huge investments and increased personnel; and in the social sector, the establishment of the Nigerian Education Loan Fund (NELFUND) reflects a deep sensitivity to the aspirations of young Nigerians. By expanding access to tertiary education, this initiative is investing in the nation’s future and empowering a new generation to contribute meaningfully to national development.

I had the honour of delivering a Distinguished Lecture at the Nigerian Institute of International Affairs (NIIA), Lagos, on the theme “The Role of State Governments in Overcoming Insecurity in Nigeria.” The occasion was more than an academic exercise; it was a rich dialogue among policymakers, diplomats, and scholars, united by a shared commitment to reimagining Nigeria’s security architecture through subnational ingenuity and leadership. In my address, I reflected on the Kaduna experience under what we have come to call the Kaduna Peace Model; a homegrown, people-centred framework that anchors security in inclusion, dialogue, community policing, and socioeconomic renewal. Since assuming office in May 2023, our administration has confronted insecurity not merely with force, but with foresight, by tackling the structural roots of conflict: poverty, exclusion, and hopelessness. Through senatorial peace councils, the empowerment of local vigilante formations, revitalised infrastructure, and expanded access to education and healthcare, we have restored confidence across communities once gripped by fear. Farmlands now yield again, schools have reopened, and markets hum with renewed vitality. These gains have earned international recognition, including the United Kingdom’s recent revision of Kaduna’s travel advisory from “Red” to “Amber.” I underscored that the path to sustainable peace lies in cooperative federalism, where federal and state governments act as partners in purpose, not rivals in jurisdiction. I commended President Bola Ahmed Tinubu, GCFR, for his visionary leadership and unwavering support for our peace and development agenda. I also reaffirmed my advocacy for the establishment of state police, an imperative reform for a nation as diverse and dynamic as ours. Kaduna Tops 2025 Transparency & Integrity Index, Retains No. 1 Spot and Leads on Anti-Corruption The Kaduna State Government has once again emerged as Nigeria’s most transparent and accountable state, topping the 2025 Transparency and Integrity Index (TII) released by the Center for Fiscal Transparency and Public Integrity (CeFTPI) with support from the MacArthur Foundation. This marks the second consecutive year Kaduna has clinched the No. 1 position, reinforcing its reputation for openness, accountability, and institutional integrity. According to the report, Kaduna scored 49.08% to retain first place nationally, ahead of Kano (46.86%) and Osun (45.97%). According to the report, Kaduna scored 49.08% to retain first place nationally, ahead of Kano (46.86%) and Osun (45.97%). The state also recorded the highest score in the Control of Corruption variable (80%), reflecting its strong anti-corruption mechanisms and commitment to ethical governance.

Earlier today, I attended the Maulud Nabiyy celebration in Kaduna State. I was warmly received by a huge and jubilant crowd as I arrived at the Murtala Square, Kaduna, venue of the celebration. I used the opportunity to appreciate our religious leaders, the Imams and Ulamas, for their tireless efforts in promoting peaceful coexistence in our communities. I also urged our people to continue to live in peace and harmony to ensure the sustenance of important celebrations like Maulud Nabiyy. This year's Maulud celebration is possible because of the prevailing peace in our dear state. We must therefore work collectively to forge lasting peace and harmony. I assured the gathering of people of faith that our administration will remain steadfast in supporting initiatives that strengthen interfaith dialogue, foster mutual respect, and advance the Kaduna Peace Model. Today, I had the honour and pleasure of flagging off the 2025 Fertilizer Distribution Exercise across Kaduna State; an event that reaffirmed our administration’s unwavering commitment to inclusive development, food security, and rural prosperity through agricultural transformation. We have commenced the distribution of 400 trucks of fertilizer to 100,000 smallholder farmers across all Local Government Areas, with each farmer receiving two bags at no cost. We are also supporting commercial farmers with 10 bags of fertilizer per farmer at a 40% subsidized rate of N30,000 per bag. This is to lower their production cost, support job creation, and stabilize commodity prices in the open market. Additionally, to reduce risk and increase resilience, we are also enrolling all 100,000 smallholder beneficiaries into a crop risk insurance scheme. This intervention protects farmers against losses from pests, diseases, and adverse weather linked to climate change.
