BUDGET SPEECH FY 2026/27
Debt service alone consumes more than a quarter of the entire national budget. Every shilling paid to creditors is a shilling not spent on a nurse's salary, a classroom or a road to a village market.
FOR ORDINARY UGANDANS:
🖋️PDM & Katale: The PDM expansion reaches 4 million+ households with revolving capital, and the new Katale Loan Facility offers market vendors working capital at 8% annually, genuinely below-market & practically useful for small traders at Owino, Nakawa, and Kalerwe.
🖋️Farmers: Agricultural support, anti-tick vaccines, irrigation schemes, coffee seedling distribution directly benefits the 37% of Ugandans still in farming. These are physical investments that will deliver value regardless of oil.
🖋️Tourism: Tourism at USD 1.86 billion in receipts creates real jobs in hospitality, transport & the creative economy across Kampala and beyond.
🖋️Emyooga: The Emyooga SACCOs, now numbering 7,148 with 2.48 million members, provide a genuine credit culture foundation, even if cumulative savings of Shs 95.3 billion remain modest relative to needs.
COST ORDINARY UGANDANS:
🖋️Tax pressure: To chase the Shs 9.9 trillion revenue gap, URA will intensify enforcement on the informal sector, market vendors, boda boda riders, small-scale traders & construction workers. These are the people PDM is trying to lift. The government is simultaneously trying to tax them more and lend to them more.
🖋️Healthcare: Health spending at approximately Shs 4.3 trillion for 50 million Ugandans amounts to roughly Shs 86,000 per person per year, equivalent to about USD 24. The WHO minimum threshold for basic services is USD 86 per person. We are spending less than a third of that minimum, in a country where maternal mortality, malaria & preventable diseases remain leading causes of death.
🖋️Population: Uganda's population grows at 3.4% per year. Real per capita income growth is therefore 6.4% minus 3.4% = 3.0%. Education & health budget increases in nominal terms are actually declining in real per-person terms given this population pressure.
🖋️Credit cost: With domestic borrowing of approximately Shs 9 trillion planned & existing domestic debt already above Shs 68 trillion, commercial bank lending rates will remain above 20%. For any small business owner, farmer or young entrepreneur trying to access credit outside government programmes, this budget does nothing to reduce the cost of borrowing.
HONEST ACCOUNTABILITY:
Uganda's FY 2026/27 budget documents real progress. The economy is growing. Inflation is low. Exports are rising. The Parish Development Model, despite its challenges, is reaching millions of households that government programmes never reached before. These are facts & they deserve acknowledgement.
But growth that cannot answer fundamental questions is growth that is not yet working for everyone. After decades of development spending & borrowing, Uganda still spends less than USD 24 per citizen on health. It still has 6 million unemployed young people with no credible formal pathway. It is still building a budget on oil that has not flowed. And it is still calling transit gold "exports" as evidence of industrial transformation.
THE QUESTIONS:
❓When domestic revenue is missed, wch budget lines will be cut & who will bear the cost?
❓What is the oil revenue governance framework & when will Parliament review it before first oil flows?
❓What are the real PDM repayment rates by district & when will this data be published?
❓How does a health budget of USD 24 per person per year align with the aspiration of a USD 500 billion economy?
❓What is the realistic job creation target per year that matches population growth & which sector will deliver it?
We are a country of enormous potential natural resources a young population, a strategic regional location & demonstrated resilience.
