🚨 Clarification on latest UPI developments.
- UPI will continue to remain completely free for all person-to-person transactions, irrespective of the amount transferred.
- Payments received by eligible small merchants under the zero-MDR framework will also remain free.
- MDR is a charge within the merchant payment ecosystem and not a charge imposed on customers making UPI payments.
- Banks have been advised to ensure that merchants do not pass MDR costs on to customers.
- MDR is neither a tax nor a charge collected by the government. It is distributed among participants in the digital payments ecosystem to support UPI.
Starting October 15, 2026, merchants and businesses will pay a 0.4% Merchant Discount Rate on UPI payments over ₹2,000.
That’s it. The buyer pays nothing.
Person-to-person transfers? Still free.
UPI Autopay SIPs? Still free.
Small merchants earning under ₹1 lakh a month? Exempt.
A few specific categories like fuel, insurance, and train tickets have a flat ₹5 fee for payments over ₹2,000.
Stocks and mutual funds attract 0.02%, capped at ₹300 per transaction.
The government has mandated that no UPI app can charge platform fees to users.
So if you’re paying your friend or scanning a QR at a kirana store — it’s business as usual.

A bridge to nowhere!
Wakad - Balewadi bridge was first proposed in 2013! In 2019 the main concrete and steel bridge structure was completed.
However, the bridge never opened for public because PMC failed to acquire 200-300 meters of private land for the Balewadi side approach road.

आज सकाळी ऑफिसला येत असताना, हिंजवडी Wipro Circle Metro स्टेशन खाली माझ्या समोर एक्सिडेंट झाला!
पुणे मेट्रो आणि MIDC च्या भोंगळ कारभारामुळे IT दांपत्यांचा जीव जाता-जाता वाचला. Wipro Circle कडून इन्फोसिस कडे जाताना, एकच लेन मधला रोड केला आहे आणि आधीचा रोड तसाच आहे.
नवीन रोड आणि जुना रोड या मुळे रस्ता वर-खाली झाला आहे, त्यावरून भरपूर गाड्या घसरत आहेत. सकाळी पण एक स्कूटी माझ्या समोर त्या वरून घसरून चालक आणि महिला रोडवर पडली.
मी आणि Creta कार वाल्याने जोरात ब्रेक दाबला नाहीतर त्यांच्या दोघांच्या अंगावरून गाड्या जाऊन जीव गेला असता. स्कूटी चालवणारा पुरुष गाडी जवळ पडल्याने त्याला कमी लागलं, तर महिलेला रक्त येत होतं.
Phase 1, 2 आणि 3 अशा बऱ्याच ठिकाणी असा खाली वर रस्ता 4 महिन्यापासून ठेवला आहे. इन्फोसिस समोर तर रस्त्याच्या मधोमध मोठे खड्डे आहेत, चाललंय काय नक्की?

Visited Hinjewadi today to meet residents and see their plight with the terrible roads, mismanaged traffic and the absolute absence of basic civic infrastructure like water supply and waste management to housing societies there.
It’s said to be the centre of IT sector in Maharashtra but the big companies, its employees struggle each day to survive in such an infrastructural collapse.
A move of the big companies due to this infrastructure collapse and absence of city management will hit the jobs hard.
The local residents who met me will come together and protest for better governance soon, we have announced our full support to them.
We want accountability and work.
हिंजवडीतील दयनीय रस्ते, विस्कळीत झालेली वाहतूक तसेच तिथल्या गृहनिर्माण सोसायट्यांसाठी पाणी पुरवठा आणि कचरा व्यवस्थापनासारख्या मूलभूत नागरी पायाभूत सुविधांचा असलेला अभाव ह्यामुळे त्रस्त रहिवाशांना भेटण्यासाठी आज हिंजवडीला भेट दिली.
हिंजवडी महाराष्ट्रातील आयटी क्षेत्राचा केंद्रबिंदू असल्याचे म्हटले जाते, परंतु अशा पायाभूत सुविधांच्या ढासळलेल्या स्थितीमध्ये इथल्या मोठ्या कंपन्या आणि त्यांचे कर्मचारी ट्राफिक, कचरा व्यवस्थापन आणि पाण्यासाठी दररोज संघर्ष करत आहेत.
पायाभूत सुविधांची ही ढासळलेली स्थिती आणि शहर व्यवस्थापनाचा अभाव ह्यामुळे जर इथल्या मोठ्या कंपन्यांनी स्थलांतर केले, तर त्याचा नोकऱ्यांवर मोठा फटका बसेल.
मला भेटलेले स्थानिक रहिवासी लवकरच एकत्र येऊन आंदोलन करणार आहेत, आम्ही त्यांना आमचा पूर्ण पाठिंबा जाहीर केला आहे.
आम्हाला उत्तरदायित्व आणि काम हवे आहे.
चाकण एमआयडीसी आणि तेथील पायाभूत सुविधांच्या समस्यांप्रमाणेच, हिंजवडीलाही तशाच समस्यांचा सामना करावा लागत आहे.
दीर्घकाळ रेंगाळलेले पायाभूत सुविधांचे प्रकल्प, अत्यंत खराब रस्ते, वाहतूक कोंडी आणि खराब कनेक्टिव्हिटी...
खासगी कंपन्या गुंतवणूक करतात एका राज्यात आणि आपल्या व्यवसायात... हे अपेक्षित नसते की त्यांनीच रस्ता वगैरे नीट करावा; जे त्यांना आता भाजपच्या राजवटीत करावे लागतेय.
असेच सुरू राहिले तर ते ही स्थलांतरित होण्याचा निर्णय घेतील.
ह्यासाठी केवळ घोषणांची नव्हे, तर त्वरित हस्तक्षेपाची आणि थर्ड-पार्टी ऑडिट करून वेळेत पूर्ण होणाऱ्या नियोजनबद्ध आराखड्याची गरज आहे.
नवीन उद्योगांच्या स्वागतासाठी 'ईज ऑफ डुइंग बिझनेस' चांगले आहे. परंतु एकदा का आयटी पार्क किंवा उद्योग स्थिरावले, की महाराष्ट्रातील प्रशासन त्यांना भ्रष्टाचार, जाचक अटींचे पालन आणि पायाभूत सुविधांच्या समस्यांनी त्रस्त करून सोडतेय.
Just like Chakan MIDC and the infrastructural issues plaguing it, Hinjewadi faces the same issues.
Long delayed infrastructure projects, terrible roads, traffic and poor connectivity.
The onus is on the private sector to make do with the hurdles, before they choose to shift out.
It needs quick intervention, and not just announcements but a time bound plan that is delivered with a third party audit.
Ease of Doing Business is good for rolling out red carpets, but once IT Parks/ Industries settle in, the current regime in Maharashtra has harassed them with corruption, compliance troubles and infrastructural issues.
This is something all Indians must understand leaving behind politics and ideologies:
The massive boom in India's infrastructure in the last 10 years is undeniable. Be it highways, border roads, airports, trains, metros, or ports - there's a 100-300% increase compared to before. No joke.
I have not seen this level of development and building for decades before. Projects are not just announced but are actually being completed and inaugurated.
When you have this much infrastructure being built by thousands of contractors and companies, there will always be some issues come up. From bad quality here and there to delays in some.
It happens in every country. Even in the most developed and advanced ones like the very large US or very small Singapore. They too have leaking metro stations, roads that cave in, bridges that break, and trains that breakdown.
But only for India, there's a coordinated communist campaign being run online to blackpill Indians by lifting every issue around the large country, amplifying it as the worst that only happens in India, to destroy the credibility of India's development and government.
If you suddenly start building 100,000 kms of highways, using thousands of contractors and hundreds of companies, yes there will be a few kms of bad patch somewhere or a bad contractor doing a shoddy job.
Yet, that is being taken and amplified online to disillusion Indians about their own democracy, destroy their confidence, and derail India's development using their disillusionment. They are made to believe and say "Everything is bad, everything is corrupt."
This is being done in a coordinated way targeting India's youth primarily. Because the adversaries know India's youth have no past experience to judge. And they are the ones who will take India to the future.
They can be easily programmed showing only the glitzy images of Shangai & Shenzen to make them feel sad about their cities. They know by disillusioning them, and destroying their confidence, India's development can be arrested for a long time.
If you as an older adult understand this and the significance of the current infrastructure boom for the future, it is your responsibility to inform at least a few of the people you know offline about what's going on.
It's OK you get challenged, ridiculed, or even abused. Because we know the mental programming and blackpilling is that much these days. Yet, it is important to try make them understand for India's sake.
